Job Description

The National Democratic Institute for International Affairs (NDI) seeks to hire a Sub-Grants Officer to support its Ethiopia office. The position will be based in Addis Ababa and reports to the Senior Finance and Administration Manager.  The position will require limited and occasional travel within Ethiopia. The position is available immediately.

 Primary Responsibilities

  • Maintain regular and close contact with NDI’s sub-award partners.
  • Conduct pre-award assessments of potential sub-grantees, to assess legal eligibility, and other requisite capacity and eligibility to co-implement NDI activities, using funds of USAID and other donors as relevant.
  • Recommend modifications to sub-grant agreements and sub-grant monitoring plans, to lessen financial and compliance risks.
  • Evaluate sub-grant proposals, budgets and budget notes, in collaboration with program staff.
  • Collect, track and follow-up the submission of narrative and financial reports by sub-grantees.
  • Thoroughly review all supporting documents and financial reports submitted by sub-grantees, to ensure compliance with rules and regulations of NDI, USAID and any other donors.
  • Reconcile sub-grantee financial reports, prepare journal entries, and evaluate and process sub-grant payment requests.
  • Track expenditures against sub-grant budgets on a regular basis and provide updates.
  • Oversee discussions on budget realignment requests with sub-grantee and NDI program staff.
  • In collaboration with NDI program staff, review and monitor sub-grantee narrative activity reports to ensure that program implementation is in compliance with the approved proposal.
  • Work with program staff to ensure that all NDI policies and procedures are followed regarding sub-grantee activities, and all funds are spent appropriately.
  • Identify sub-award problems, provide solutions and advise on program amendments, modifications, no-cost extensions, cost extensions, and budget reprogramming.
  • Provide on-going coaching or training to sub-grantees on grant financial procedures and grant management.
  • Conduct periodic field visits to sub-award partners, to monitor compliance with required financial procedures and record keeping

Job Requirements

Qualifications:

  • Bachelor’s degree in accounting, finance or related business field is required; graduate degree preferred in a related subject.
  • More than three (3) years of demonstrable financial and accounting experience and sound administrative skills.
  • Excellent professional oral and written communication skills in English.
  • Ability to effectively present information, respond to queries, and develop clear and concise reports.
  • Excellent and professional teamwork and ability to work well as part of a high performing team.
  • Knowledge and ability to use applicable information technology and software systems to meet work needs.
  • High level of attention to detail in all aspects of work.
