The duration of the contract is for a period of one year with possibility of extension

The Finance and Admin Officer (F&AO) will be responsible for financial records management, accounts maintenance, budget control and coordination. The Finance Officer shall: i. Serve as the direct liaison between RIPDC and the AfDB Financial Management and/or disbursement offices on issues related to fast tracking of financial and accounting transactions, including the processing of funds payment requests from the Project. ii. Serve as responsible person dealing with activities related to financial management, such as budget, banking, accounting, financial reporting and controls, and audit and risk management processes, etc. iii. Responsible for ensuring sound cash-flow management and funds availability for project activity implementation based on approved work plan and budgets. iv. Provide guidance and support to Project Personnel with respect to finance and ensure that all pertinent rules and regulations governing financial operations of the MOI are complied with. V. The Financial Officer will work under the direct supervision of, and be accountable to the National Project Coordinator.

  • Key Functions and Responsibilities
  • Serve as the direct liaison between PCU and the AfDB Financial Management (FM) Officer and Disbursement Officer on issues related to fast-tracking of financial and accounting transactions, including the processing of funds and payment requests for the Project.
  • Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures at the Executing Agency level and at the PCU;
  • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits
  • Monitor budgets and expenditures and contribute to preparation of budget revisions at the EA level
  • Liaise with AfDB COET FM Officer and Disbursement Officer to ensure compatibility of the project financial books with Bank guidelines
  • Prepare and submit timely and reliable financial documents and financial reports;
  • Prepare project financial reports, statement and submit to National Project Coordinator for clearance and AfDB as required;
  • Establish a computer based monitoring system for expenditures;
  • Check and ensure that all procurement process and expenditures of the project are in accordance with the AfDB procedure. This includes ensuring receipts to be obtained for all payment;
  • Check budget lines to ensure that all transactions are booked to the correct budget lines;
  • Arrange for travel, hotel reservations and logistical support for Project Staff and stakeholders inside and outside Ethiopia.
  • Responsible for administrative and logistical support to organization of conferences, workshops, retreats;
  • Preparation of routine correspondence, faxes, memoranda and reports.
  • Receipt of shipments, customs clearance arrangements, preparation of documents for shipments; (received/sent), arrangements for shipments;
  • Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance/duty exemption;
  • Support with dispatching of publications.

Job Requirement

Education:

  • A Bachelor’s degree in Accounting, Business Administration, Finance, or equivalent

 Competencies/Experience

  • At least10 relevant continuous work experience in a finance and administrative functions;
  • Experience with donor-funded projects will be an added advantage;
  • Demonstrated experience in preparation of financial reports and budget variance analysis;
  • High integrity, strong result orientation, drive for excellence and takes initiative;
  • Fluency in English required; working knowledge of other language would be an added advantage;
  • Excellent communication and analytical skills;
  • Be a team player and have client focus.
  • Good interpersonal skills and result orientation;
  • Work experience with MS Office applications is a must.
