Opportunity

Abt Associates seeks qualified candidates for a public financial management (PF/“i) specialist position on the USAID-funded Transform: Primary Health Care Project that supports the Ethiopian government in reaching its primary health care transformation goals. The project focuses on improving health systems performance and capacity in delivery quality primary health care services in Amhara, Oromia, Southern, Nations, Nationalities, and Peoples’ (SNNP) and Tigray regions. A brief position description and qualification requirements for the position are listed below.

Under the supervision of the Senior Regional Planning and Budgeting Specialist and in close coordination with Zonal Health Departments (ZHD), Regional Health Bureaus (RHB) and Ethiopian Health Insurance Agency (EHIA) branch office, the PFM Specialist will plan, coordinate and schedule PFM-related project activities in selected zones, woredas and primary health care units (PHCUs) in the SNNP region. Specialist will also work closely with project regional and health insurance teams working at the central, regional and cluster levels.

Key Roles and Responsibilities
  • Provide technical assistance during annual woreda health performance assessments and woreda-based planning and budgeting
  • Mentor woreda-level PFM staff in the Woreda Finance and Economic Development (WoFED) offices and Woreda Health Offices (VVorHOs)
  • Mentor WorHO, WoFED and PHCU finance staff on PFN
  • Provide technical assistance on the allocation and use of primary hospital and health center level retained revenue for priorit}’ services and commodities to improve the quality of health care, including allocation of essential commodities and supplies to satellite health posts
  • Coordinate and provide PFM rollout and refresher training at woreda and PHCU levels
  • Provide technical assitance and facilitate training to community-based health insurance (CBHI) scheme staff on CBHI Financial Administration and Management System (FAMS)
Preferred Skills / Prerequisites
  • Master’s degree in accounting, financial management or related field
  • At least 8 years of relevant work experience in government public finance and planning
  • Demonstrated leadership and team work, and ability to produce high quality work in a timely, cost elective manner
  • Strong management and planning skills of project tasks and budgets
  • Demonstrated ability to work with minimum direction and supervision
  • Strong written and oral communications skills in English and Amharic
  • Experience with USAID is highly desirable
  • Knowledge of an additional local language of the regiona for which you are applying is an advantage
Minimum Qualifications
  • (6+) years of experience and a master degree OR the equivalent combination of education and experience
