Context and scope of the work:
IRC has been working in Ethiopia since 2000, devoted to empowering people against poverty. The IRC program currently operates through five field bases in Gambella, Tigray, SNNPR, Oromia, Benishangule Gumuz Regional states. IRC is almost working 24 refugees’ camps out of 26 camps all over the country.
IRC has developed the refugee livelihood program for Gambella Region to build resilience for South Sudanese refugee and their hosting community. The project will be implemented in kule and Terkid camps of the Gambella Region. The project will implement a range of livelihood activities( farm (crop, livestock, off farm, skill training, income generation, market system (focus on women and youth empowerment) over 2 years to help build sustainable, adaptive and flexible development that is risk sensitive and supports the resilience building.
The livelihood program manager will be responsible for the overall management of the livelihood program for the Gambella program with support and guidance from IRC economic recovery program unit from Addis.
Dimension of Responsibilities:
Reports to Gambella Filed Coordinator
Representation: representing IRC towards relevant stakeholders
Implementation and reporting: effectively manage implementation of livelihoods projects with staff, ARRA, and the donor and the community and project reporting
Budget management: follow up and track the project plan verses accomplishment
The program requires technical knowledge and experience of resilience and livelihoods program
Thinking strategically: high level strategic thinking and analysis
Accountability
ü Reports to: Gambella and ERD Coordinator on the administrative CVA tasks
ü Staff reporting to this post: Livelihood program officer(s)
ü Budget Responsibilities: Yes
Key Areas of Accountability
With support from the IRC Economic recovery development unit, the livelihood program manager shall:
ü Represent IRC towards relevant stakeholders’, Government officials(ARRA), UN agencies, Donors and other NGO staff at field level as appropriate
ü Provide leadership in livelihoods resilience programming for IRC for the Gambella program
ü Ensure that communities(refugees and host community) government agencies(ARRA) and civil society organizations are adequately involved in project activities
ü Ensure that IRC is adequately represented in formal coordination activities including clusters, livelihood working group and refugee coordination meetings informally recognized by stakeholders including local NGOs, INGOs and UN
ü Ensure the adequate inclusion and development of implementing partners towards the independent execution of program activities.
ü Host and mange donor visits effectively to contribute to strategic planning implementation and reporting: Effectively manage and support partners to implement program.
ü Ensure partners are familiar with the requirements of a program focused on building community resilience.
ü Provide regular support and technical advice to partners, communities and staffs
ü Coordinate the establishment of effective work and supply plans or partners.
ü Manage budget and ensure partners are regularly monitored for good financial management.
ü Ensure that an effective monitoring and evaluation system is in place to measure resilience.
ü Take required action to ensure timely implementation of activities where necessary.
ü Ensure that all activities are sensitive to community needs and gender issues, promote the full and equal participation of women in all aspects of the work and ensure that livelihood’s Program is an opportunity for peace making, not community division
ü Lead coordination with support departments in Gambella on logistics, HR etc.
ü Provide strong narrative reporting and financial accounting in donor and internal reports
ü Conduct ongoing monitoring and assessments and provide clear analysis of the context

Job Requirements
Qualification required:
ü First Degree or Post Graduate Degree in Social Science fields, International Development, Agriculture, Economics or related relevant disciplines
Minimum Experience Required:
ü 5 years of relevant experience with the first degree.
ü 4 years of relevant experience plus post graduate degree.
ü At least 1 year of managerial experience.
ü Substantive knowledge and experience of sustainable livelihoods and resilience programs management.
ü Proven track record of effective management: planning, monitoring, budget oversight, logistics, leadership, particularly in unstable environment.
ü Demonstrated experience of integrating gender, protection and diversity into emergency response programs.
ü Proven donor reporting skills distinct
ü NGO experience is a plus.

ü Fluent spoken and written English.
ü Effective communication internally and externally towards government and NGOs, donors, etc...
Preferable
ü Leadership capacity in management of field teams: Team building, ability to develop a common vision, maintain morale and discipline at base level. Capacity to support and develop staff. Previous experience in managing field teams distinct advantage.
ü Experience of working in Conflict settings
ü Builds and maintains effective relationships, with colleagues, IRC Members and external partners
ü Experience and interest in measuring resilience and relevant theory.
