Job Description

Chemonics seeks a chief of party for the anticipated five-year, $39.5 million USAID/Ethiopia Health Workforce Improvement Program (HWIP). HWIP will work with the Ministry of Health at the national and subnational levels (regions, zones, and woreda); higher education institutions in healthcare under the Ministry of Education; and targeted health workers’ professional associations with the goal of improving the quality of Ethiopia’s health workforce. The activity seeks to address critical human-resources challenges in Ethiopia’s health sector by focusing on institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres, improve clinical health care workers’ skills, and build health managers’ human-resources skills. This position is based in the Addis Ababa. We are looking for individuals who have a passion for making a difference in the life of people around the world.

Responsibilities include:
  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the program
  • Oversee program work planning, performance management, and strategic communication
  • Manage and supervise the work of program personnel and subcontractors/subgrantees and ensure that all program assistance is technically sound and appropriate
  • Effectively collaborate with the USAID mission (and other donors as applicable), civil society organizations, local government officials, local partners, public and private hospitals, and universities to coordinate activities and facilitate monitoring and reporting of activity objectives and achievements
  • Oversee program administration, implementation, and financial management to ensure program implementation aligns with budget allocations, internal Chemonics policies, and USAID regulations
  • Oversee performance monitoring and evaluation to ensure all project targets are met or exceeded, making recommendations for improvement in program implementation
  • Proactively identify problems involving program implementation and make appropriate implementation and programmatic adjustments to meet contractual objectives and results
Qualifications:
  • PhD or master’s degree in public health or related fields, with deep understanding and knowledge of health systems, particularly of human resources for health education and management systems in Ethiopia
  • Minimum 15 years of demonstrated experience managing operational, project management, and administrative duties for U.S. government–funded projects or other internationally funded programs
  • Minimum of ten years of experience in the implementation and coordination of large, complex projects relating to health governance
  • Minimum of five years of proven leadership in the management of similar international donor support programs with strong, demonstrated skills in strategic planning, management, supervision, and budgeting
  • Minimum of five years experience working with senior government officials, private sector leaders, and other stakeholders in health administration and/or enforcement of human resources for health regulations
  • Experience in sub-Saharan Africa required; experience in Ethiopia preferred
  • Knowledge of Ethiopia’s social, cultural, political, and development context and an understanding of its healthcare systems, administration, and government strongly preferred
  • Experience with USAID and/or other international donors preferred
  • Strong interpersonal and written communication skills to coordinate effectively with a wide range of stakeholders
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and oral English required
