INTRODUCTIONThe Danish Refugee Council (DRC) is implementing a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The programme includes three subcontractors and has an operational footprint in Tigray, Somali, Amhara and Addis Ababa.
Project BackgroundThe Danish Refugee Council (DRC), in partnership with Mercy Corps, is planning to implement a 44-month action entitled Strengthened Socio-Economic Development and Better Employment Opportunities for Refugees and Host Communities in the Jigjiga Area. In line with the Government of Ethiopia’s commitments to the Comprehensive Refugee Response Framework (CRRF), the action will aim to improve employment and livelihood opportunities for up to 54,000 members of the refugee and host community in the Fafan zone of the Somali region. As part of the action, DRC will seek to support decent jobs, diaspora investment, community cohesion and support the provision of legal aid services. DRC, therefore, is seeking a highly qualified, enthusiastic and action-oriented individual for the position of Project Manager to lead 3-sector teams in the implementation of the project’s activities. Applicants are expected to have a demonstrated generalist background in the development or humanitarian field with significant experience in project cycle management, and representation with community and governmental representatives. Responsibilities:Coordination:- Assume full responsibility over DRC’s project team. Manage all team members and support respectful and positive working relationships for quality project implementation.
- In close collaboration with the Mercy Corps Project Manager, coordinate all of DRC’s EUTF project activities at the field-level. This entails overseeing implementation of the project in strict accordance with the grant’s objectives, ensuring the project meets or exceeds agreed targets, and leading plans and budgeting processes with full accountability to DRC, Mercy Corps and the donor.
- Ensure that technical, financial, and operational activities, including reporting are carried out according EUTF, Mercy Corps and DRC's policies and procedures.
- Identify and effectively manage all key risks related to the project, including compliance with EUTF.
Programme and Technical Oversight:- Provide technical oversight of all programming associated with the project, ensuring achievement according to targets, timliness, within the budget, consistent with high impact quality programming and in compliance with core protection principles and best practices, and DRC and donor regulations.
- Actively engage in incorporating learnings for programmatic adaptation.
- Coordinate technical inputs from the consortium’s and organization’s technical coordinators to maintain a high level of program quality.
Support Services:- Coordinate with DRC’s Area Manager and relevant Support Services functions to support financial and operational management of the project according to EUTC, Mercy Corps and DRC standards for compliance.
Experience and technical competencies: (include years of experience)- An advanced degree in a related field, such as international relations, migration, human rights, law, or social sciences;
- A minimum of 7 years’ experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 5 years in program management.
- Technical expertise and experience in legal, protection and/or livelihoods programming.
- Robust analytical and strategic planning skills.
- Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality.
- Highly diplomatic with excellent political awareness and understanding.
- High-level communications and interpersonal skills.
- A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.
- Fluent in written and spoken English.
EDUCATIONMaster’s degree in law, social sciences, international development, or other relevant field.
Languages:Excellent verbal and written English.
Knowledge of Amharic and Somali an added advantage.
