CONTEXT OF THE MISSION
MdM-F is an international humanitarian organization providing medical care to vulnerable populations affected by war, natural disasters, disease, famine, poverty or exclusion. Originally established in France in 1980, MdM is now an international network with offices in 16 countries, operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.
Currently, is implementing a program with sex workers (January 2019 - December 2021) in Afar region and Health and Nutrition 2-year project has been launched on 1 July 2019 to be implemented in Gerbo woreda of Nogob zone, Somali region.
MAIN OBJECTIVES OF THE POSITION
The Pharmacist will be responsible for the overall set up and functioning of the Central Pharmacy/Medical Warehouse management and the pharmacy supply chain processes in accordance with national and MdM standards and guidelines.
RESPONSIBILITIES
STOCK MANAGEMENT:
- Set up central pharmacy at coordination level taking in to account storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs, medical supplies and medical equipment. This will be done according to MdM Country Pharmacy Management Guideline, national regulations and in collaboration with the Logistics
- Ensure regular inventory and replenishment of all mission and health facility kits (first aid, PEP kit and emergency kit).
MONITORING CONSUMPTION OF MEDICAL ITEMS:
- Establish a standard list of medical items for the mission, project pharmacies and all end-user pharmacies;
- Ensure that standard list is posted at every pharmacy
- Develop a schedule for regular review of the standard list;
- Review the method of calculation of order needs and monitor medical orders to avoid stock-outs, soon-to-expire or expired drugs;
- Ensure the proper frequency of orders and extra-orders to ensure that the items and quantity ordered are based on the needs of each end-user unit;
- Train staffs including partners to assume responsibility for management of the end-user pharmacy, including monitoring and collection of consumption data, correct storage, and ordering of all medical items to be used within the unit (including cold-chain and controlled drugs);
- Appoint a medical team-member responsible overall for the pharmacy/stock
- Review the ordering schedule for extra-orders;
- Develop a procedure to outline the steps and communication flow involved in all ordering processes.
INTERNATIONAL AND LOCAL ORDERS :
- Be responsible for following drugs importation procedure in Ethiopian context and obtain the importation license for pharmaceutical products;
- Serve as main focal person in liaising with contracted importer and if MdM is directly importing, lead the process by coordinating with relevant departments in MdM Coordination (Logistics, Finance) and with HQ in Paris (Logistics Advisor/Purchaser, Health Advisor);
- Ensure presence during reception of International Order at Customs/FMHACA to jointly verify with Logistics or with third party importer the actual items received at the airport;
- Based on average monthly consumption (AMC), prepare medical requests (MR);
- Coordinate the delivery, reception and recording of international and local orders, in close coordination with the logistics department.
MENTORING :
- Supervise the Medical Ware House Manager in recording all items received and issued using the database
- Build the capacity of Medical Ware House Manager in Good Pharmacy Practices;
- Coordinate with Supervisors and Medical Doctors to ensure good dispensing and safe medication practices;
- Develop health facility and partner staff's pharmacological knowledge by participating and facilitating Continuous Medical Education (CME)
MONITORING AND REPORTING :
- Ensure that SOPs in the Pharmacy Management Guidelines are followed diligently by concerned relevant staff;
- In collaboration with health workers, conduct regular spot-check of medical prescriptions to improve good dispensing and safe medication practices;
- Oversee the monthly update of the Site and Central Pharmacy Management monitoring tool
