ORGANIZATIONAL CONTEXT

This position is located in WFP Ethiopia Country Office based in Addis Ababa. The incumbent will be under the direct supervision of the Head of Engineering Unit or the designate. The jobholder will be responsible for the accountabilities identified hereunder.
JOB PURPOSE

WFP Ethiopia is looking for a Design Manager to manage Design works at country office level and globally. The Design Manager is responsible in managing the Design team.
KEY ACCOUNTABILITIES (not all-inclusive)

General description of the tasks:
    • Develop Design Strategies - Design manager will develop and implement successful design strategies, outlining how the design team will create deliverables and implement them for the project.
    • Design Development – Design Manager will be responsible for developing design and should have the ability to work independently to produce the required designs for building, warehouses and other related structures with in WFP context.
    • Managing Design Team - Design manager will typically manage a team of several designers, evaluating individual design deliverables and overall team performance. Will also deliver critical feedback where needed and encourage team members throughout the duration of a project.
    • Collaboration with Clients - Design is important to a project’s success; design manager will collaborate with external and internal stakeholders to ensure that success. Meet with clients and define the scope of work.
    • Present Design Ideas - Once design strategies have been developed, design manager will present the idea to Head of Engineering and Senior Management to seek their approval.
    • Evaluates Design Performance - Once a design has been finalized and implemented, design manager will track and evaluate feedback.
Managing Country Office Design team
    • Manage the design team of Engineers, Architects and CAD technicians to manage the overall Design work.
    • Prepare quality control plan for all design projects.
    • Prepare, review and present the design works for approval at every stage of the design project.
    • Conduct project feasibility study for initiated projects and develop option report for further consideration.
    • Prepare project implementation plan, design schedule and budget proposal.
    • Develop/Define project scope of work in coordination with stakeholders.
    • Prepare preliminary design report with schematic diagrams and 3Ds for presentation and approvals.
    • Prepare structural designs and analysis report for documentation.
    • Document project design files within the appropriate platform and folders.
    • Prepare specification of materials for the developed design.
  • Prepare a scope of work for a consultant engineering firm for the design and supervision of any complex work. Management of the consultant contract through all stages.
  • Co-ordination with the various WFP units including but not limited to admin, security and ICT incorporating the requirements specified into the project design.
  • Prepare a scope of work for consultant engineering firms for the detailed design of the projects.
  • Manage the consultant firm contract through all stages of the consultant’s contract.
  • Direct supervision of the external consultants and to ensure adherence to budget, programme, quality and safety.
  • Assess the consultant’s methodologies of the works ensuring that the methods proposed are satisfactory with respect to the requirement of quality, health and safety requirements.
  • Co-ordination, monitoring and adherence to procurement activities in the case of external consultant is required, and.
  • Prepare specifications for topographical survey, ground investigation and demining (where required) contracts, oversee the procurement action for the contracts, supervise and certify the projects.
  • Reporting to Head of Engineering where required on weekly, fortnightly and monthly basis about the progress of works.
  • Preparation (where necessary), review and approval of "as built" documentation and preparation of report(s) testifying to the satisfactory completion of the works in accordance with the contract.
  • Support the facilities management team as required.

    Managing Global Design Center
    • Work with HQ team of Engineers, Architects and CAD technicians to manage Design requests that come from different COs.
    • Able to design buildings using Civil and structural design tools.
    • Prepare Design procedure and financial proposal for stakeholders.
    • Arrange a communication plan and design review document to control records.
    • Prepare shared drive to transfer files globally.
    • Gather all relevant information in relation to the project.
    • Prepare a presentation along with preliminary design for stakeholders.
    • Establish any constraints and/or risks associated with the projects.
    • Develop a number of outline design options for the projects (where required) for discussion with the Head of Engineering and Deputy Chief of Engineer at HQ.
    • Implement both national and international building codes and standards during design.
    • Consult with stakeholders to consider the WFP standards during scope developing.
    • Prepare structural design report as per international standards.
    • Liaise with local WFP focal points to obtain necessary authorization/ approvals on designs before implementation.
Monetary
  • Assurance of the receipt of and maintenance of permanent records of all bonds and warranties required under the Contract for items/professionals including their equipment accepted and incorporated in the project.
  • Assistance to the Head of Engineering in contractual matters with the consultant (performance bonds, insurances, claims, advance payment guarantees etc.).
  • Preparation and management of cash flow programmes, including processing invoices and following payments.
  • Assistance with interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents;
  • Provision of all relevant documentation needed for settling disputes (if any) with the consultant to the Head of Engineering. Formulation of recommendations to Head of Engineering with respect to such claims received from the consultant for issues including but not limited to escalation, time extensions, subletting, quantification of claims, rate and price fixing etc.
  • Processing interim and final payments to external consultants.
  • Assistance in the settlement of the Audits and Enquiries (if any) pertain to the Project.
Reporting
  • Review, evaluation and approval of the planned design methodology provided by external consultant.
  • Establish project performance monitoring, evaluation and reporting up to design completion;
  • Establishment of a comprehensive system for maintaining records including each correspondence at every stage of the design process, survey data, site assessment records, test data, records of meetings, engineering estimates, progress records etc.
  • Preparation and issuance of the following reports, the format and content of which are to be acceptable to the Head of Engineering and DCD: a feasibility study report, an inception report, a progress report, and a detailed design report.
  • Liaise with other technical teams like Security, ICT, Admin and HR.
  • Issuance of project completion reports: draft report at 80% physical completion, full report on final completion.
Quality
  • Assess Design submissions
  • Establish and maintain project quality assurance procedures.
  • Assurance of the quality of designs, continuously follow up of design progress with regard to quality of work and compliance with the Scope of works.
Health & Safety
  • Provide internationally recognized standards of health and safety procedures that needs to be place adjacent properties, all site personnel and the public on construction site.
Other
  • Perform other duties as required by the Head of Engineering, Deputy Country Director and Country Director of Ethiopia Country Office.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 2 years of relevant experience in design management
  • Experience in health and safety
  • Experience of working in difficult security environments
  • Experience of working in project risk management
  • Knowledge of National and International design standards and building codes
  • Knowledge of UN Physical Security requirement for UN premises is beneficial
  • Knowledge of UN Procurement procedures is beneficial
  • Experience of working in the Humanitarian Context
  • Willing to travel to remote areas under the general UN security guidelines

STANDARD MINIMUM QUALIFICATIONS

Education & Experience: University Degree in Civil Engineering with 2 or more years of professional experience in a Civil Engineering projects as a design Engineer focused on building design OR a master’s degree with at least 1 year of professional experience in a related field. Experience with UN agencies is an added advantage.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
