Job Description

1.    Description of the program

The Regional development and protection program (RDPP-Lot3 in Ethiopia) is a three year Program lead by Save the Children International (SCI) with a consortium of four NGOs. The other members of the consortium are Danish Refugee Council (DRC), International Rescue Committee (IRC) and Organization for Welfare and Development in Action (OWDA) – a local NGO. Most of the consortium members have prior experience of working together as well as a long-term presence in the Somali region with experiences of working both with refugee and host communities. While being part of the project management, each of these partners has a specific field of expertise in regard of the project specific objectives. The overall objective of the Lot 3 RDPP, Ethiopia is to create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia, providing alternatives to irregular primary and secondary movements in Fafan Zone, Ethiopian Somali Regional State (ESRS).  Its specific objectives are:

Specific objective 1. To create greater social cohesion through Improved access to integrated basic service delivery for Somali refugees (in and out of camp) and their host communities;

Specific objective .2. Improved livelihoods and employment opportunities for Somali refugees (in and out of camp) and their host communities;

Specific obejctive.3. Improved access to justice (protection) services of Somali refugees (in and out of camp) and host communities, with a particular focus on vulnerable groups and

Specific objective.4. Strengthened capacities of local authorities and multi-stakeholder coordination platforms to cooperate in developing an integrated approach for refugees, host communities and mixed migration flows.

 The programme is implemented in two districts (Kabribayah and Awbare) and three refugee camps and it is financed under the European Union trust fund. The Program is managed by the EU Delegation to Ethiopia in its capacity of Contracting Authority and rolled out together with The Netherlands in its role as a lead country for the RDPP Horn of Africa programme. The action targets a total of 47,807 beneficiaries, of which 29,027 in host communities and 18,780 in refugee camps.

2.    Purpose and objectives of the evaluation

The main purpose of this final project evaluation is to assess positive changes of Regional development protection program on innovative, sustainable development and protection solution to refugee and host community and advice on future programing.

2.1.        Overall Objective

The overall objective is to evaluate the achieved results against the stated objectives, implementation strategies pursued to do so and the extent to which the overall impact was achieved.

2.2.        Specific objective

·         To assess the project’s performance and achievements vis-à-vis the project’s overall objectives, the project indicators in the logical framework and the baseline data for the indicators gathered at the start of the project

·         To assess the Impacts, relevance, effectiveness, efficiency, sustainability and coordination effects of the project. Collect qualitative success stories on the “impact” of the project including benefits of integration of basic service delivery, creating youth employment opportunity and providing sustainable protection solution through justice and legal aid and creating awareness on migration.

Using the DAC Evaluation criteria, the consultancy will mainly focus on the bellow detail areas 

Impact

-          Identify and analyse the significant changes that the project has brought both in host and refugee community. What real difference has the intervention made in the lives of both refugee and host community specifically on social cohesion through provision of basic service delivery (WASH, Education and energy), livelihoods (Creating employment opportunity for youth to reduce irregular migration) and sustainable protection solution

-          Assess the progress towards the actual project impact. Using the Log frame the team will update actual progress of the outcome level indicators progress against the target 

-          Document any evidence of practical success (case stories).

Effectiveness

-          Indicate for each expected outcome and output (result) what has been accomplished in relation to what has been stated in the project document, logical framework, against set indicators and RDPP programme plan.

-          Specifically the consultancy should have to focus On using the EU trust fund criteria in this specific areas like The development of an integrated approach between host and refugee by Promoting access to integrated basic services like water, energy and education, increasing livelihoods and employment opportunities and improving protection for both refugees and host communities and strengthening the capacities of local authorities and stakeholder coordination that expected to reduce conflict and increase social cohesion between refugees and the surrounding community; how the project promoted internal and external coordination mechanism, including information management.

-          How the program created self-reliance of host communities and refugee camps: Self-reliance, as a programme approach, refers to developing and strengthening livelihoods of both refugees and host-communities and reducing their vulnerability and long-term reliance on humanitarian/external assistance.

-          How the program improved the Equal access and, when possible, ‘co-management’ of resources and services helps creating income-generating opportunities and positive mutual interdependence, reduce conflicts, strengthen productive capacities and, on the long term, improve the access to services thus favouring sustainability on the long-term for both community(Host & Refugee).

-          To assess also how the program contributed to Access to justice and protection. Refugees, as well as children, girls and women are vulnerable groups often subject to discrimination, ingrained habits of resolving disputed through customary and often biased mechanisms and inconsistent application of the law. This is exacerbated by minimal resources and unavailability of courts, judges, lawyers and legal services generally, paucity of civil society organisations and little knowledge of the refugee/protection context. While lack of access to justice is countrywide, RDPP action aims at improving the situation through capacity building but also at raising awareness and strengthening or building referral mechanisms 

Sustainability

-          Assess the sustainability of the results (will the outcomes endure; how likely does continuing progress towards the impact seem, and what are the major factors contributing or hindering sustainability 

-          Assess to what extent and how the project has increased the accountability and capacity of duty bearers. Specifically this need to ensure how the relevant government offices were engaged from the very early stage through formal agreements and informal consultations. Most of the interventions rely heavily on working with institutional stakeholders and on strengthening their capacity to promote integrated service delivery. Nearly all project components include training, capacity building or communication strategies targeting

Relevance

-          To what extent is the RDPP consistent with beneficiary’s requirements, country needs, partners and Ethiopia country CRRF policies?

-          Assess to what extent the project has reached the most marginalized and deprived and which strategies have been most useful for ensuring that.

Efficiency

-          Consider cost-effectiveness and attribution of the project interventions to the changes that have taken place/results achieved.

-          How efficiently have the lessons learned along the way been utilized in improving the projects?

-          To what extent has support through the RDPP been implemented in ways appropriate to achieve its stated objectives and in line with national capacities? 

It is expected that the lessons learned during the implementation of the projects will be documented as a part of the assignment. Where applicable: The consultancy will utilize the   mid-term study data; ensuring that data has been collated for each indicator and analysing it in respect to the baseline data. All along the focus will be on learning and recommendations for future programming

 3. Scope of the evaluation works

·         The consultant/ consultancy firm will design final evaluation assessment instruments reviewing Project proposals and log frame of the projects and different basement during the project implementation course.

·         Design sampling strategy and methodologies; sampling frame will be agree on methodologies with save the children steering committees & consortium members.

·         Come up with Experienced data collection and train the enumerators as needed

·         The Firm Implement and supervise data collection, data input and data cleaning using latest data analysis technologies and analysis models.

·         Inception report submitted to Save the Children and consortium members for commenting and review of the tools and methodologies and after that get approval to conduct the final evaluation.

·         Conduct the evaluation interviewing key government officer, community and relevant project receivers in target areas  and Delivery the final evaluation reports as per the agreed time frame and present to both to save the children evaluation steering committees and Consortium members to validate the final reports  

Job Requirements

4. Requirements for the Consultant  

The consultancy firms required to have the bellow qualifications and experience: 

·         Experienced consultancy firm with 10+ years of experience in implementing integrated multi sector program Final evaluation in fragile context both in refugee and host community.

·         Consultancy firm with personal expertize of relevant RDPP sectors (WASH, Education, Livelihood, Energy, Protection and multi-stakeholder coordination)

·         Demonstrated senior level experience in the design, implementation and management of large scale multi-sectoral Final evaluation of multi- year programme, and evaluations in an international development context, including in fragile or conflict affected states.

·         Proven experience of planning, designing and implementing similar Final evaluation funded by institutional donors preferable European Union trust funds

·         Proven experience in designing and implementing quantitative and qualitative data collection methods, including but not limited to:

·         Expertise in relevant thematic areas and in-depth Final Evaluation experience in at least three of the relevant thematic areas- livelihoods, WASH, education, energy, justice and Multisector coordination. Ability to form and guide a team with required experience for all sectors.

·         Demonstrated experience of assessing national and/or regional level government capacity to deliver basic services.

·         In-depth knowledge of the Somali region of Ethiopia, including government and community level service delivery structures

·         Proven experience working in Somali region of Ethiopia; specifically, in implementing   evaluations in partnership with local government and/ or other stakeholders

  • Strong written, communication, and interpersonal skills in English, with substantial experience in training and managing multicultural teams; experience working with a consortia highly desirable.

5.   Required Documents

  • Covering letter which express consultant interest to carry out the work per TOR
  • Updated CV of the evaluation team members
  • Copies of similar or related previous works research team member have produced in undertaking relevant studies
  • A renewed license for the year 2020 and TIN number.
