Job SummaryAbt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 23 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.
Under the supervision of the Ethiopia Operations Manager, the Administration Manager / Logistics & Warehouse Coordinator is responsible for the inventory management, and logistics functions of the project.
Key Roles & Responsibilities- In collaboration with the technical teams, conducts quality control, receiving of delivered goods and distribution of goods as per IRS distribution plan
- Processing of international procurements, duty free privileges, pre-import permits, pre-product registration, and clearing of shipments as needed
- Processing appropriate supply chain documentation and supervises the updating of stock cards to assure an accurate count of IRS commodities and insecticides at the central warehouse and district stores
- Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting
- Ensures exclusive use of old inventory and systematic inventory management approaches (e.g. marking old stock with red paint, etc.) in line with the FEFO policy
- Directs and supervises the storage, distribution, and transport of IRS commodity goods and equipment throughout the country
- Supervises district warehouse and store keepers, and organizes capacity-building interventions to improve their skills
- Manages all IRS related transportation at central and distrcts levels
- Ensuring that at the end of the IRS campaign, the personal protective equipments (PPEs) and commodities are retrieved from the districts and are accurately recorded in the stock register
- In collaboration with the Environmental Compliance Officer:
- Ensuring that all health and safety measures are in place and followed at all store and spraying locations
- Ensuring the clearance and proper disposal of all waste material and excess items from project stores
- Oversee/supervise implementation of store management guidelines at all district and sub-district stores
- Supervise and perform routine inspection of spray activity implementation, safe storage, use, and disposal of IRS wastes
- Assuring accurate and exact knowledge of IRS safety procedures of commodities at the central warehouse, and at each distract store at any given time
Preferred Qualifications- Bachelors Degree in Logistics, supplay chain, Business, Management, Administration, or other relevant field
- At least 6 years of relevant professional experience, with significant experience in the warehouse management and logistics of commodities
- At least 2 years of experience at USAID-funded development programs, and thorough knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs) is required
- Demonstrated experience in warehouse/stores management
- Excellent management, supervisory, organizational, computer, and writing skills
- English language fluency
Minimum Qualifications- (6+) years of experience and bachelor degree OR the equivalent combination of education and experience.
