The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Project BackgroundThe Danish Refugee Council (DRC) is leading a £21 million programme to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. The 4-year programme, funded by the UK Department for International Development (DFID), is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management
OVERALL PURPOSE OF THE ROLE:The Protection Team Leader will work closely with technical teams to oversee the delivery of timely and effective protection assistance to vulnerable migrants. The team leader will engage in the development of tools and provide technical guidance and leadership and supervision to field Protection Officers. She/he will develop and maintain good relations with persons of concern, relevant stakeholders and other humanitarian actors to support coordination of the programme’s protection activities.
RESPONSIBILITIESProtection monitoring, referrals and delivery of assistance:- Provide technical support, supervision and guidance to the Protection teams at the field level (incl. development of technical tools and guidance, tailored capacity building plans, trainings and on-the-job coaching and mentoring);
- Contribute to preparing work-plans for protection teams in the field including leading activity-based procurement and recruitment planning;
- Lead planning and rollout of Rapid Needs Assessments to understand protection needs of target populations;
- Lead a team of monitors to identify the needs of newly arrived returnees with main focus on persons with special needs (women, children, elderly, disabled etc.); and provide guidance for the management of individual cases when required;
- Oversee the provision of individual, needs-based assistance to returnees based on internal guidelines developed by DRC;
- Collect and analyze intake and assistance provision data ensuring the highest standards of data protection and confidentiality;
- Plan and oversee group-based psychosocial support activities for returnees, including guidance and referrals on issues related to accessing services;
- Proactively build relationships with services providers available for returned migrants and with support from EMP’s technical team, review and improve referral pathways/mechanisms;
- Lead and organize trainings/capacity building to duty bearers, mainly local community organizations on protection related issues (guiding principles of protection; child protection; SGBV etc.);
Reporting & Accountability- Prepare high quality and timely internal reports and provide input in drafting donor reports and other project related documents as required.
- Comply with all relevant DRC policies and procedures, particularly with respect to protection, the code of conduct, and security.
- Participation and support to Protection Sector working Group as required.
- The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
Experience and technical competencies: (include years of experience)Essential:- Minimum 3 years of experience working in a social service, psychology, education, or development sector, of which at least 2 years is working with displaced and migrant populations, preferably with humanitarian organizations;
- Good technical understanding of core protection concepts including experience implementing protection programming in humanitarian contexts;
- Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
- Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
- Good computer skills (Excel, Microsoft, PowerPoint and Outlook).
Desirable:- Good understanding of international human rights and principles of humanitarian work.
- Previous working experience with humanitarian agencies will be considered as a strong advantage.
Education: (include certificates, licenses etc.):- Graduate degree in psychology, social work, education, law or a relevant equivalent.
Languages: (indicate fluency level):- Fluency in written and spoken English. Fluency in local spoken languages an advantage.
