Background

UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
The Human Rights Programme Specialist is based in UNDP’s Regional Service Center for Africa in Addis Ababa with travel to Geneva, Nairobi, Bangkok, and New York as needed. S/he reports to the Rule of Law, Human Rights, and Conflict Prevention Policy Specialist in the Regional Service Center for Africa while working closely with the Human Rights Policy Specialist in New York and the Crisis Prevention and Rule of Law Specialist in Bangkok.
The Human Rights Programme Specialist will be managing two portoflios of work anchored in partnerships supporting national human rights systems and business and human rights.
The Tripartite Partnership to support National Human Rights Institutions (TPP) between the United Nations Development Programme, the Office of the High Commissioner for Human Rights, and the Global Alliance of National Human Rights Institutions leverages the respective mandates, expertise, and operations of each partner to support national human rights institutions around the world. In Africa, the TPP has begun providing joint support to national human rights institituions in collaboration with the Network of African National Human Rights Institutions.
UNDP is working to scale-up its engagement on business and human rights after a successful regional initiative in the Asia Pacific promoting The United Nations Guiding Principles on Business and Human Rights (UN Guiding Principles). The UN Guiding Principles is widely recognized as the most authoritative, normative framework guiding efforts to reduce or eliminate the adverse impact of business operations on human rights. With rapid economic growth across Africa, integrating respect for basic rights throughout company practices is critical for driving inclusive growth and accelerating implementation of the 2030 Agenda.

The Human Rights Programme Specialist will be responsible for performing and contributing to the following:
  • Project Implementation;
  • Programme Development;
  • Partnerships and Resource Mobilization;
  • Knowledge Management.
Duties and Responsibilities
1. Project Implementation:
  • Implement the workplan of the Tripartite Partnership for National Human Rights Institutions (TPP) in Africa;
  • Develop context specific joint approaches to support national human rights institutions (NHRIs) leveraging the comparative advantages of the TPP partners;
  • Communicate regularly with OHCHR, GANHRI, and NANHRI counterparts to capture inputs from all partners;
  • Work with UNDP country focal points and project managers to identify specific needs of NHRIs;
  • Support the management of the TPP by overseeing the transfer of funds, coordinating meetings, establishing timelines, assigning tasks, etc.;
  • Brief the TPP Management Committee of progress on a regular basis.
2. Programme Development:
  • Design a contextually relevant strategy for programming on business and human rights in Africa (B+HR);
  • Review the baseline assessment of challenges and opportunities for programming on business and human rights (B+HR) in Africa and identify areas where more information is needed;
  • Identify best practices and lessons learned from the B+HR programme in the Asia Pacific that can inform programming in Africa;
  • Conduct research, interviews, and advocacy meetings with key stakeholders;
  • Develop a partnership architecture of UN agencies/funds and external actors to engage in B+HR in Africa;
  • Produce an initial project document on B+HR in Africa as a framework for delivery of support.
3. Partnerships and Resource Mobilization:
  • Engage in advocacy and resource mobilization efforts to scale up the work of both the TPP and B+HR globally;
  • Participate in relevant events and meetings to expand UNDP’s network and promote the TPP and B+HR;
  • Develop resource mobilization strategies for the TPP and B+HR;
  • Maintain regular communication with current donors for the TPP and B+HR;
  • Conduct advocacy meetings to diversity funding streams for the TPP and B+HR, including through non-traditional donors;
  • Create communication materials showcasing the TPP and B+HR as unique entry points to strengthen human rights in Africa and achieve the SDGs.
4. Knowledge Management:
  • Establish regular meetings and methods to share information between external partners and UNDP colleagues;
  • Maintain up to date contact lists for the TPP and B+HR In Africa;
  • Catalog progress throughout the year on both portfolios;
  • Draft mid and end of year reports for donors of the TPP and B+HR in Africa;
  • Provide inputs/ draft briefs, talking points, speeches for senior management upon request;
  • Utilize the GPNs Community of Practice networks to engage colleagues across the organization.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s or equivalent) in law, human rights, international relations, governance, social sciences or related disciplines.
Experience:
  • 5 years of combined experience on topics related to human rights, the rule of law, development, and sustaining peace;
  • International advocacy experience on human rights;
  • Proven track record of effective communication and consensus building skills in a multicultural environment;
  • Experience in initiating and facilitating UN and multi-stakeholder partnership arrangements, including with the private sector;
  • Knowledge management, monitoring and evaluation, and project management experience for global/regional UN programmes;
  • Demonstrated ability to deliver results under time pressure and with competing priorities;
  • Experience developing joint approaches to support national human rights institutions is an asset;
  • Knowledge and experience working within UNDP’s policies and procedures is an asset.
Language Requirements:
  • Fluency in English both written and oral.
