Position Title:  WASH OFFICER

Program / Department Summary

The project is intended to reduce the morbidity and mortality associated with under nutrition and increased illnesses of conflict induced communities who do not have access to primary health care services and basic nutrition services.

 

General Position Summary

The Position holder responsible for providing technical support to the nutrition staffs for the implementation of Supporting Emergency Nutrition and WASH project at woreda level. Ensure program implementation is in line with the planned budget, conducting training and monitoring effective implementation of program and ensure program performance is in line with the international and national standard. 

Essential Job Responsibilities

Strategy & Vision

·         Collaborate with other team member for effective integration between other services like Nutrition and health services 

·         Collaborate with Local authorities and other partners to harmonize different efforts for better impact and sustainability.

·         Able to learn and update his/ her information or knowledge to adapt the changing situation and context

 

Program Management

·         Participate in organizing, coordination, planning and conducting of WASH assessment

·         Participate and support CMAM staffs in planning of social mobilization and hygiene promotion activities

·         Identify, plan and ensure the distribution of water treatment Chemicals  for the intended emergency affected beneficiaries

·         Plan and supervise the distribution of hygiene kits and Point of Use Water Treatment Chemicals

·         Organize and ensure the documentation of every hygiene promotion activities, water treatment chemicals distributions, WASH BCC, assessments and capacity building activities.

·         Conduct technical assessments and prepare bills of quantities (BoQ) for the WASH projects as per demand in consultation and guidance of WASH Engineer

·         Identify and anticipate problems or constraints and share/flag to team leader/coordinator

·         Prepare biweekly, monthly and any other required reports on all WASH activities in the project area and submit to woreda team leader

·         Perform any other  duties as may be assigned  by team leader/coordinator

·         Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.

 

Team Management

·         Coordinate and post distribution Monitoring of water treatment chemicals

·         Supervise all contracted and directly-implemented works to ensure adherence to contract specifications and / or workmanship specifications and completion dates

·         Supervise all WASH Construction works, Hygiene Promotion activities and resources and prepare relevant documents in line with DRC and Donor requirements to prove accountability and beneficiaries’ involvement.

·         Support CMAM team on distribution of supplies and community mobilization

Finance & Compliance Management

Influence & Representation

·         Train and support community volunteers and make sure they transmit/convey messages clearly to the community

·         Organize information meetings with community members to develop their knowledge in terms of water quality and hygienic practices

·         Participate in dissemination of appropriate hygiene educational materials.

·         Propose solutions or improvements for better performance of the project

Security

·         Ensure compliance with security procedures and policies as determined by country leadership.

·         Proactively ensure that team members operate in a secure environment and are aware of policies.

Job Requirements

Knowledge and Experience

  • Degree in Public health, Environmental health, education or relevant field and training experience on WASH
  • Skills in coordination and organization of institutional and community based WASH training
  • Familiar with WASH/nutrition integration concept
  • Knowledge and practical experience of National hygiene and sanitation strategy CMAM protocol and policy and practice in the field of emergency nutrition and WASH intervention, WASH/nutrition education.
  • Experience in community based WASH intervention in emergency
  • Knowledge and experience on emergency WASH related programs such as CMAM/nutrition, relief operation , Livelihood and food aid
  • Experience on WASH monitoring and reporting tools
  • Excellent spoken and written English languages; and local languages of the project area is
  • Ability to prepare program and activity reports
 

Success Factors

  • Ability and willingness to frequently travel to villages and willingness to reside in rural areas
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to distribution sites
  • Good interpersonal and communication skills
  • Experience in closely working with regional and Woreda Health Office ,health centres and health posts
  • Communication skill, good human relations
  • Firm belief in teamwork, gender equality
