Welthungerhilfe (www.welthungerhilfe.de) (locally also known as German Agro Action) is one of the large and respected private organisations in the field of development cooperation and humanitarian aid in Germany. It carries out projects in over 30 countries and campaigns for fairer cooperation with developing countries.

Country Context: Welthungerhilfe has been working in Ethiopia since 1972 focused on ending hunger and empowering people against poverty. Recurrent droughts, climate-induced and man-made emergency situations in the country have increased the need to scaling-up of assistance to meet the needs of the most vulnerable people across Ethiopia with life-saving humanitarian assistance and to link them up with resilience building  and long -term development. In Ethiopia, Welthungerhilfe’s humanitarian programme is implemented by our partners and is so far focused in Afar, Amhara and Oromia regions.

Job Purpose: Lead the design, planning, implementation, management and coordination of effective and appropriate large and smaller-scale humanitarian interventions. This includes country humanitarian strategic management, representation, coordination, HA-related programme management, advocacy and programme support at senior levels

Position: Humanitarian Response Coordinator in the Ethiopian Country Program

The post is to be filled as soon as possible and is scheduled for unlimited period based on individual performance. The duty location is at Addis Ababa, Ethiopia, with frequent travels to the project sites in the regions as demanded.

 Objective

 The Humanitarian Response Coordinator is responsible for implementing and coordinating Welthungerhilfe's emergency relief and early recovery programmes in Ethiopia.

  Key responsibilities:

 Strategic Management and Leadership

  • As part of the Senior Management Team (SMT), and Country Security Team, ensure that Welthungerhilfe’s organizational policies are met and actively contribute to the overall strategic development of the country programmes, taking the lead on humanitarian related issues,
  • Contextualization of Welthungerhilfe’s global humanitarian strategy to the  Ethiopia context
  • In close collaboration with the Country Office program team in Ethiopia, develop and maintain a network for Humanitarian actors and issues. Represent Welthungerhilfe to donors and diplomatic missions and communicate Welthungerhilfe public policy and advocacy positions as and when appropriate to institutions, government, international, UN, national and local organizations as required;
  • Participate in resource mobilization and negotiation of appropriate resources in collaboration with the Welthungerhilfe’s Regional Representative ETH/SOM;
  • Maintain an analysis of the humanitarian context in Ethiopia and use this to inform interventions;
  • Liaise closely with Welthungerhilfe’s programmes and other key institutions and allies nationally and regionally and monitor key indicators;
  • In close collaboration with the Regional MEAL Coordinator develop mechanisms for monitoring and evaluation of humanitarian programmes with an emphasis on accountability to affected populations and using digital data gathering as a preferred option where appropriate;
  • Promote and contribute to learning and improvement of program quality (internal evaluation and joint visits)
  • Work with team members to link humanitarian programmes to other programming, including advocacy and longer term programmes where appropriate and indicated;
  • To contribute to implementation of Welthungerhilfe’s Country Strategies in with a focus on humanitarian preparedness, response and protection;
  • To be an active participant in planning and analysis; understand relevant regional and global objectives;
  • Capacitate local partners on early warning and emergency response mechanism.

Humanitarian Preparedness, Response and Programme Management

 Preparedness 

  • Lead the design and development of appropriate contingency plans, and related preparedness and mitigation strategies, including capacity building initiatives, to ensure Welthungerhilfe’s humanitarian mandate can be met at all times;
  • Ensure relevant Welthungerhilfe partners have updated humanitarian contingency plans and that key staff are trained on the same;
  • Before humanitarian crises, lead the preparedness by ensuring that well-trained human resources are always ready to act and material resources are pre-positioned in strategic locations as far as funds are made available.

 Programme Management and Response 

  • Provide strategic and effective leadership in pulling together Welthungerhilfe’s humanitarian response and any scale up of the same: this include but is not limited to coordination within Welthungerhilfe’s national, regional and global on humanitarian issues but also ensure an appropriate leading coordination role in the overall national / local response as can be expected with regards to Welthungerhilfe’s size and technical expertise;
  • Manage and take the lead on overall management of the on-going humanitarian programme in Ethiopia;
  • Develop and maintain close working relationships with Program Teams in ETH, Senior Technical Advisers, Monitoring, Evaluation, Learning and Accountability Coordinator and Communications Officer to encourage and strengthen Welthungerhilfe’s overall program quality;
  • Develop and manage an appropriate response to humanitarian crises in line with agreed standards (e.g. Core Humanitarian Standards, Code of Conduct; SPHERE, Welthungerhilfe Gender Policy etc.) and Welthungerhilfe’s best practice;
  • In collaboration with the Regional MEAL Coordinator, lead and guide the development of an inclusiverapid situation assessment mechanism and develop high proposals for emergency response;
  • Ensure that the programme is implemented in a consultative, participative and gender sensitive way;
  •   Liaise with HO donor units and technical advisors to assure proposals meet internal standards and are donor compliant;
  • Ensure a linkage/continuum between relief, recovery and on-going development programmes;
  • Lead on enhancing Welthungerhilfe’s ability to respond in a timely, appropriate, accountable and cost-effective manner to humanitarian crises in programme areas, with a focus on programme quality and accountability to affected people;

  • Support the recruitment and line manage humanitarian programme staff as required in accordance with Welthungerhilfe’s HR Policy and proactive staff development including objective setting, performance review and personal development plans;
  • Provide required inputs to other departmental strategies, including but not limited to preparedness, contingency planning, advocacy, gender, protection and development and support relevant policy issues;
  • Support partner organizations in developing and delivering projects within agreed parameters;
  • Take the lead in the further development and implementation of the Welthungerhilfe Regional Emergency Preparedness Plan (EPreP)
  • Ensure that key humanitarian information is circulated timely, within Welthungerhilfe and with external counterparts;
  • Report regularly to the SMT and Regional Representative as appropriate with agreed indicators against the overall objectives;
  • In collaboration with the Senior Management Team of the Regional Office implement Complaints Response Mechanisms (CRM) for accountability and transparency reasons, particularly in respect of the beneficiary populations in Ethiopia

 Representation 

  • Represent Welthungerhilfe in appropriate humanitarian fora at a local and national level with government authorities, UN organizations, NGO’s, private sector and donor agencies;

Job Requirements

  • MSc in the fields of emergency aid, agricultural science, food science or relevant training for the post
  • Minimum 10 years' project and management experience in implementing emergency relief aid measures of international (aid) agencies –
  • Knowledge and understanding of Emergency Food Security and Livelihoods and WASH programming in emergencies, humanitarian response, complex emergencies, conflict resolution and international humanitarian law.
  • Experience of implementing gendered humanitarian interventions and mainstreaming protection in humanitarian interventions.
  • Excellent English language skill both spoken and written with strong comprehension and writing  skills, and ability to to persuade with diplomacy and tact.
  • Experience in logistics
  • Coordination and organisational skills, even under difficult conditions
  • Cooperation and teamwork
