Cordaid Ethiopia is seeking qualified professionals  Program Officer – Security and Justice 

Cordaid’s Security & Justice programming includes:

Community Security Architects
Community Security Architects (CSA) enables citizens to organize themselves, and places them at the heart of dialogue with civil servants, police forces and representatives of the judicial system.

Results Based Financing in Security and Justice
Results Based Financing (RBF) in Security and Justice aims to improve performance, inclusiveness and accountability of state security and justice providers.

Women’s barometer for Peace and Security
The barometer is designed to bridge the gap between local women and policy makers at national and international level. It enables women to generate a collective voice to increase influence on peace and security processes.

Evidence-based lobby & advocacy and related capacity development of local partners
Cordaid’s goal is to strengthen the voice and capacity of society to effectively engage in and influence peace building and state building. 

Responsibilities and Accountability

Provide technical Support to the project team

  • Undertakes analysis of information in order to contribute to the understanding of patterns and trends of conflicts.
  • Through relationships with persons of concern, authorities and network of partners stays abreast of political, social, economic and cultural developments that have an impact on enhancing the role of women in promoting peace and security in program target area.
  • Supports a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address key priorities related to Security and Justice projects.
  • Under the guidance of line manager, provides advice and support other Project Managers and Cordaid partners in the project design to ensure that all project proposals are designed with security and justice sensitive approaches, and the rights of women and girls have been clearly considered and included in the design and during the whole project cycle.
  • Analyzes and ensures the interventions are aligned with security and justice project objectives and Cordaid Ethiopia Strategic Plan.

Monitoring and reporting on gender issues   

  • Tracks security and justice project progress and provide evidence for further programming & study.
  • Supports in writing stories related to programme and project developments as they relate to women empowerment.
  • Documents best practices of the program.

 Networking and Coordination  

  • Supports in identifying and working with Civil Society Organizations, women groups, religious leaders, community leaders and other partners towards the implementation of the security and justice project agenda.
  • Manages and maintain relationships with government authorities, women’s rights platforms, local NGOs and other community-based organizations.
  • Organizes and participate in working groups, meetings, conferences, consultations, workshops and training programmes with project partners on security and justice agenda.

Knowledge management and knowledge sharing

  • Coordinates the close-out of grantees. This will involve preparing relevant close-out documents for approval such as disposition documentation, modification agreements on close out, close out checklists, release of liability documentation etc. 

Fundraising and Administrative

  • Assists in the development of concept notes, project documents and research around the role of women in peace and security;
  • Assist in the logistical aspects of project administration and ensure security of distribution items;
  • Participate in meetings as directed and report on proceedings;
  • Ensure good documentation of Security and Justice project


 


Job Requirements

  • Qualifications, skills and competencies
  • Degree in law, political science, social science or related field;
  • At least 5 years’ relevant work experience in managing security and justice projects.
  • Good understanding on national policy and legal framework on human rights
  • Strong communication and awareness raising skills through media, social media, and campaigns
  • Practical experience in project cycle management, logframe development, and proposal writing.
  • Practical experience of working with local partners and community capacity building.
  • Strong reporting, analytical and problem-solving skills;
  • Willingness to travel in field location with very basic facilities.
  • Excellent English writing and communication skills.
  • Diplomatic, culturally sensitive, result-oriented, innovative and a strong team player
