Amref Health Africa partners with the Government of Ethiopia and local communities to implement diversified health and WASH project portfolios throughout the country, focusing on three key programmatic areas: Reproductive Maternal, Neonatal, Child, Adolescent and Youth Health (RMNCAYH), Water, Sanitation and Hygiene (WASH), and Communicable and Non-Communicable diseases. We implement projects in Addis Ababa, Afar, Amhara, Benishangul-Gumuz, Gambella, Oromia, Somali, SNNP regions and nationwide health systems strengthening interventions focusing on the Health Extension Program.

 

POSITION: Chief of Party

PRIMARY ROLE

 

The Chief of Party provides leadership and management for ensuring the technical and programmatic quality of TRANSFORM HDR, USAID/Ethiopia funded five-year Reproductive Maternal New-born and Child Health (RMNCH) activity. The Chief of Party will provide leadership, vision and direction to ensure the strategic, technical, programmatic, and financial integrity and quality of TRANSFORM HDR activity. S/he is primarily responsible for excellence in producing contractual deliverables and achieving project results specified by USAID, within the timeframe and budget, and in compliance with USG rules and regulations and Amref Health Africa’s policies and procedures.  S/he manages all TRANSFORM HDR staff and ensures that the staff has the capacity and work environment to be successful. In addition, this position will manage relationships with consortium partners and oversee the implementation of their activities. The Chief of Party is responsible for all communication and reporting to USAID and Ministry of Health, including Regional health Bureaus, Ministry of Women’s Affair and other partners. 

The Chief of Party travels domestically an estimated 25% of the time and internationally an estimated twice per year.  S/he is based in Amref Health Africa’s office in Addis Ababa, Ethiopia, and is supervised by the Country Director.

ESSENTIAL FUNCTIONS

 

1. Leads the implementation of TRANSFORM HDR managing and overseeing all program activities to ensure that goals and objectives are met according to set plans, targets and budget.

2. Ensures the timely submission of work plans, budgets and progress reports, and other deliverables as requested, to USAID/Ethiopia.

3. Collaborates with the FMOH and RHB to provide expert technical and programmatic guidance to the implementation of TRANSFORM HDR activities; Ensure high quality results through a regular review process of overall performance, identifying steps for improvement and assuring appropriate follow-up as needed.

 

4. Leads the activity team in exploring innovative ways of delivering TRANSFORM HDR and documenting and disseminating best practices; overseeing the M&E team to ensure the project meets reporting requirements and develops and completes an annual Documentation and Dissemination plan. 

5. Liaises with technical and program staff from other Amref Health Africa’s RMNCH projects in support of high quality implementation to ensure program synergies and that organizational resources are mobilized for added-value to the HDR initiatives.

6. Ensures project is implemented in compliance with USAID and Amref Health Africa’s finance and operational policies and procedures and Ethiopian law.

7. Leads a country team over 100 staff, and directly supervises members of the country leadership team. Leads and participates in various governance structures such as program steering committee, project oversight committee and country leadership team

8. Manages relationships with consortium partners and ensures quality deliverables are met per the sub-contractual agreement

9. Serves as the principal contact person for USAID, FMOH and the RHB, and represents TRANSFORM HDR priorities, by cultivating and maintaining strong relationships and alliances with USAID/Ethiopia, key Government of Ethiopia ministries, stakeholders and key partners, regional and local NGOs, and other donors.

10.  Leads in protecting the organization from risks in Ethiopia, ensuring appropriate use of financial and other resources and ensuring compliance with local laws including registration, banking, local taxation, labor laws, and in compliance with Amref Health Africa’s policies. 

Job Requirements

·         Master-level degree in Medicine, International Health, Social Sciences, Public Health or related discipline;

·         Minimum of 15 years of progressively responsible experience in designing and implementing programs, providing technical leadership and managing health projects, particularly focused in RMNCH;

·         Proven ability to lead and manage USAID funded programs, preferably as a Chief of Party; Experience working with USG funding mechanism and international donors;

·         Demonstrated capacity and experience to lead, organize, supervise, delegate, encourage and motivate staff;

·         Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving as well as effective skills for interacting with senior-level policy makers.

·         Ability to build strong and positive networks with donors, implementing partners, host country government and other stakeholders

·         Excellent oral and written communication skills in English and Amharic;

·          Excellent staff development and coaching skills;

·          Ability to analyze, interpret and solve difficult problems; ability to handle multidisciplinary responsibilities and priorities;

·         Capacity to work under pressure in achieving established goals and objectives;

·         Excellent computer skills including Windows XP, Microsoft Word, Excel, PowerPoint, Internet and e-mail use.

·          In addition, successful candidates must have the ability to travel 25% within Ethiopia country and periodically internationally; the ability to assist the organization in accepting to take on additional responsibilities should the needs arise.
