JOB SUMMARY

 Facilitate disbursement process by actively facilitating necessary payments during field activities and training payments by roving to Transform Health in Developing Regions Implementation Sites (Afar, Benishangul Gumuz, Gambella & Somali Regions) ensuring payments/disbursements are made in accordance with PH Ethiopia policy and procedures.

 SPECIFIC RESPONSIBILITIES

         I.      Disbursement

 ·      Facilitate training payments by traveling to each training sites, preparing summary sheets, timely deposit of remaining work advance, and prepare JV/CPV (as applicable)

·      Ensure training and other related payments are processed timely in accordance with PH Ethiopia Finance policy and procedures

·      Making sure no trainer and/or participants is/are paid without completion of proper documentations

·      Inform Country Office Finance Team on pending training and other related payments.

·      Assist HO Junior Accountant and Sr. Accountant in the preparation of Payment Vouchers and checks.

·      Distribute/pay checks against collection of receipts and/or signature of recipients.

·      Issue Cash Receipts Vouchers to each deposit made to PH Bank

·      Strict follow up of withholding tax deduction as per the government tax proclamation

·      Responsible for preparing and issuing withholding tax to vendors at spot and documenting it with the payment 

·      Assist in the preparation of tax reports and settle monthly withholding and income tax payments.

·      Handling properly the financial documents pads

·      Ensure that files are up to date on at end of each month, Ensure all the proper works can be traceable to the files

·      Cancel supporting documents with “PAID” stamps.

    II.    Training Facilitation

 ·      Assist in providing logistical support to program staffs in Transform Health in Developing Regions Implementation Sites (Afar, Benishangul Gimuz, Gambella & Somali Regions);

·      Liaise with program team and maintain updated training tracking sheet and other related field movement calendar for smooth movement and timely payments;

 III.    Team Work

 ·      Work in collaboration with Country Office Finance Team

·      Undertakes other related works ordered by immediate supervisor

Job Requirements

•      Diploma in Accounting or related field with at least four years of relevant experience. BA in Accounting is desirable.

•      International organizations / NGO experience is plus.

•      Good computer skill in MS Offices, Particularly in Microsoft Excel and operating office equipment (Scanning, Photocopy etc.).

•      Communicate efficiently and effectively both verbally and in writing.

•      Must be able to maintain strict confidentiality.

•      Can present guarantee

•      Should be self-motivated.

•      Ready to pass overnight at any woreda town or village when it requires.
