Currently, our business unit Dereja is undertaking projects in tackling the issue of youth unemployment. Dereja is a pioneer in establishing Career Center services in Higher Education Institutions, organizing regional and national job fairs and design and deliver employability skills training for fresh graduates. Thus, we are looking for a Monitoring and Evaluation (M&E) officer who will be responsible for monitoring and evaluating the projects undertaking by Dereja.

Job Summary

The Monitoring and Evaluation (M&E) Officer will report to the Program Director along with the Dereja team. S/he will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Projects, Impact assessment by developing KPI tools and assessment for all project activity indicators.

Detail Responsibilities:

A. Setting up the system:

  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
  • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant;
  • Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems;
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation;
  • Building a M&E framework that would be structured manner in supporting the Dereja programs;
  • Developing indicators for the program online with the M&E Frame work and system;
  • Ensuring implementation of tools for M&E based on the policies and procedure outlined by the funder organization;
  • Coordinate routine data quality assessment, documentation of findings, and development and implementation of action plans to improve data quality;
  • Develop database that captures information needed for reporting and program development Job Requirement;
  • Work in consultation and partnership with Program Director, team Leader and partner staff to ensure consistency across the M&E system;
  • Support program team on preparation of annual work plan and follow up the implementation of plan of action for the program;
  • Support the Dereja unit in program implementation and reporting with format and policies of the funder organization;
  • Based on the gathered information propose new way of implementing projects in consolation with the Program Director and Dereja team;

 B. Implementation of M&E and coordination:

  • Collect data on a regular basis to measure achievement against the performance indicators;
  • Check data quality with partners;
  • Maintain and administer the M&E database; analyses and aggregate findings;
  • Support project progress reporting, project mid-term review and final evaluation;
  • Collecting data and analyzing and interpreting project data received from the different filed office;  
  • Analyze achievement of the program with budget and advise Project Manager and staff on cost effectiveness;
  • Support the program input on M&E plan and ensure the plan is executed based on the set timeline;
  • Building a system on tracking of information and insuring data have been collected properly;  
  • Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required;

C. Communication:

  • Preparing a report, weekly, quarterly or biannual report on the data collected and interpreted;
  • Analyze plan versus achievements of the program and identify justifications for under achievements or over achievements;
  • Produce reports on M&E findings and prepare presentations based on M&E data as required;
  • Provide the Project Manager with management information she/he may require;
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap;
  • Actively engage in the design and execution of baseline, midterm and final evaluation surveys and documentation and dissemination of findings;
  • Review and ensure quality of baseline, logical frame indicators, reporting formats and contents and other relevant management tools from the perspective of knowledge management and learning;
  • Assist in the preparation of weekly, monthly and quarterly reports that will be used internally, and for donor reporting;  
  • Compile lessons learned & best practices of the project. Also, prepare case studies/stories and regular reports and submit it to supervisor timely;  
  • Providing trainings to the project team in the area of monitoring and evaluation;
  • Train, advice and coach project staff members on monitoring, data collection, and reporting;
  • Support the project Team Leader in market and related project activities;

Term of Employment: One year

Job Requirements

  • Experience in taking a leadership role for project implementation and working in teams in a collaborative and consultative manner.
  • Solid experience in monitoring and evaluation role
  • Sound knowledge of public sector operations and working with multiple stakeholders
  • Excellent interpersonal and team leadership skills--demonstrated ability to interact professionally with culturally and linguistically diverse staff and students
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines in a timely way with attention to detail and quality.
  • Available to travel frequent times out of Addis Ababa
  • Excellent English is written and oral communication, as well as basic computer skills.
  • Excellent presentation skills.
  • Experience in conducting qualitative and quantitative research and impact evaluation.
  • Experience in analyzing data and interpretation and reporting
  • Experience in donor reporting

Education and experience:

  • BA in Applied Statistic, Management or related filed.
  • Maximum 5 years of experience in M&E and project management position.
