Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The Area Implementation Manager is a member of the project implementation team. He/she will manage the Field IT and Data Use Officers and help them design, update and maintain their supportive supervision visit schedules. This role will work closely with the Implementation Supervisor in planning, coordinating and operationalizing training activities, system deployment and technical assistance. He/she is responsible for monitoring and strengthening systems, with emphasis on improved reporting and data quality for decision making. He/she is responsible for ensuring the smooth running of activities and compliance with JSI policies and regulations.

Responsibilities:

Specific responsibilities of the Area Implementation Manager will include, but not limited to the following:

  • Manage and supervise Field IT and Data Use Officers working in the respective clusters he/she covers.
  • Ensure Field Officers plan and carry out program supportive supervision visits.
  • Ensure project priorities are reflected in the plan of the Woreda Health Bureaus.
  • Work with implementation team members to deploy and maintain applications/databases.
  • Ensure deployment plans designed are implemented and provide regular progress update.
  • Ensure that the Field Officers fully investigate reported problems by users, and ensure immediate action is taken to remedy these situations.
  • Provide training and technical assistance to relevant staff at health facilities, woredas and zones on the software solution.
  • Follow-up with Field Officers to ensure they are providing necessary support to their respective areas by troubleshooting and fixing any hardware and/or software problems on the electronic equipment being used.
  • Assist with the preparation and execution of cluster team quarterly plans, in line with overall project plan.
  • Manage all aspects of Field Officers including performance monitoring and evaluation, adherence to project policies, and use of standard formats and reporting tools.
  • Coordinate the collection and documentation of user feedback and ensure they’re communicated to the right person at the central level.
  • Establish and maintain a good working relationship with the site users and regularly meet with woreda and zonal personnel/managers to ensure they are generating and using reports from the application.
  • Ensure the proper usage of vehicles assigned.
  • Carryout administrative requirements such as settling travel advances, submitting required status reports, and timesheets in a timely manner.
  • Participate in meetings/workshops as requested.
  • Prepare timely reports to the Implementation Director on activity status and issues.
  • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management.
  • Perform other duties as assigned

Job Requirements

Qualifications:

Applicants for this position should possess the following qualifications:

  • Bachelor's degree in a relevant discipline (IT, Networking, Information Systems, Business, etc) is required.
  • Minimum five years of experience working on electronic Health Information System activities is required.
  • Experience working on the implementation of Information Systems such as eRIS, eCHIS, Vitas, Dagu, FANOS, etc. is desirable.
  • Knowledge of systems that are used at the woreda and facilities level such as eCHIS, DHIS2, HealthNet, eRIS is desirable.
  • Proven experience working with senior government officials is a desirable.
  • Experience in logistics/supply chain management and or public health commodities management is desired.
  • Experience working on implementation of health information systems is a plus.
  • Deep knowledge of the business processes of the Federal Ministry of Health and its agencies, at all levels, is desired.
  • Strong project management and time management skills; highly organized and detail-oriented.
  • Previous work experience with USAID-funded projects is desirable.
  • Strong representational and interpersonal skills.
  • Excellent written and verbal English; proficiency in Amharic is required.
  • Proficiency in any other local language is desirable.
  • Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
  • Should be able to travel 95% of the time.
