Job Description

Development Response to Displacement Impacts Project (DRDIP) is a multi-level and multi-sectorial investment project focusing on the impacts of the presence of refugees on the hosting communities in the five regional states of the country – Afar, Benishangul-Gumuz, Gambella, Tigray and Somali. The development objective of DRDIP is to mitigate the impacts of refugee presence on the hosting communities, through expanding access to community demand-driven social and economic services, rehabilitating the environment and natural resources, and expanding economic opportunities. DRDIP promotes a Community Driven Development (CDD) approach of development linked to a Community Investment Fund (CIF)), the project funding flows through local government structures.

DRDIP has the following four interlinked and complimentary components and sub-components; Component One: Social and Economic Services and Infrastructure; Component Two: Sustainable Environmental Management; Component Three: Livelihoods Support; and Component Four: Project management, Monitoring¸ Evaluation and Learning.

The Project Development Objective (PDO) is to improve access to basic social services, expand economic opportunities, enhance sustainable environmental management and improve livelihood in the refugee hosting communities.

Specific Duties and Responsibilities

  1. Refine/develop and supervise the implementation of the DRDIP Communication Strategy in line with the Project Development Objective;
  2. Assess information needs of the stakeholders and prepare targeted messages on Project issues
  3. Work in close coordination with communities being funded under the Project in determining information needs/rights of access to community assets established or support provided to the community.
  4. Liaise with print/electronic media on promotion of the Project activities and success stories.
  5. Work with traditional media groups to disseminate Project messages through songs, drama and theatre.
  6. Promote a positive culture and image of the Project and market the Project for greater visibility and access of the target population
  7. Establish and maintain a website for the Project in liaison with the IT Directorate of MoA
  8. Review the information on the Project website and provide content development support and ensure website promotion on social and traditional media in the regular basis.
  9. Organize media events such as press conferences, talk-shows, interviews of key project staff and stakeholders on public and private media with the collaboration of public relation Directorate.
  10. Supervise the development of printed, multimedia and/or web-based publications (case studies, research reports, project updates, newsletters etc.) and provide quality control in line with the Project corporate identity and standards.
  11. Generate specific outputs (deliverables) as determined from time to time in the respective projected work plans for each quarter.

Performing any other duties as may be assigned from time to time

Job Requirements:

Qualification: – B.A or M.A Degree in Mass Communication/ Journalism or Public Relation from a recognized University.

Work Experience and competence:

a. Minimum of 8 years for B.A degree and 6 years for M.A degree with professional experience in Development or Corporate Communications at a senior position in government public or private organizations, international agencies or other relevant reputable development institutions.

b. Experience in communication and media relations, media campaigns and promotional material development, information management system application,

c. Experience in using a wide range of communication tools in print, broadcasting, electronic and traditional media

d. Experience in working with grass roots communities, non-governmental organizations multilateral bilateral development agencies and government.

e. Excellent communication skills (verbal and written)

f. Should be able to work with minimum supervision and deliver under pressure

g. Exhibit high level of integrity and ethical code of conduct

h. Excellent computer application skills

Duration of the Assignment

  • The duration of the assignment will be for one year, but extendable depending on the satisfactory performance until the project period.

Salary

  • As per the standard of salaries set by the project
