Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The Data Scientist will work under the direction of Senior Lead Technical Advisor: Data Use and will act as an important key resource for advising Digital Health Activity (DHA) on the potential data use, provide insights to DHA’s mission, through the use of advanced statistical analysis, data mining, data visualization techniques, to create solutions. S/he will constantly play the state-of-the-art and strategic role to solve complex DHA issues and come up with superb illustrations and stories.  S/he will play with the art of storytelling in both DHA simple and complex data in order to produce provoking thoughtful and insights of data use.

Responsibilities:

Specific responsibilities of the Data Scientist will include, but is not limited to the following:

  •  Work with all stakeholders to determine how to use Digital Health Activity (DHA) data for valuable solutions.
  • Conduct search of new data sources and assess for quality and triangulation.
  • Browse, identify and analyze DHA and related databases to simplify and improve efficiency.
  • Use predictive models and forecast outcomes of the project for real time problem solution.
  • Coordinate with various units of DHA and stakeholders to produce provoking stories.
  • Propose solutions and strategies to DHA implementation challenges.
  • Produce analytics reports based on DHA coding efforts and explain the insight they reveal to program leads and support decision making.
  • Ensure project has well defined dashboards that include key monitoring indicators.
  • Supports MoH, RHBs, Woredas, hospitals staffs and partners in accessing dashboards, provide insights of the dashboards content and build capacity of all DHA partners.
  • Work closely with leads of the project in the data transformation process.
  • Work on Health metrics indicators and liaise with team members and stakeholder for health metrics optimization.
  • Regular information sharing and presentation to all stakeholders.
  • Own DHA data End to End and is responsible for all data capture to analytics and dashboards.
  • Use predictive, time series and other statistics model to support strategic management plan.
  • Prepare automated and ad-hoc work flow of routine reports and dashboards.
  • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management.
  • Perform any additional responsibilities as assigned.

Job Requirements

Qualifications:

  • Masters’ degree in relevant discipline; Statistics, Mathematics, Economics, IT, information systems, business, or related field is required.
  • At least five years of experience working on problem solving, data analytics, visualization of health-related projects.
  • Experience working on the process of software development using agile methodology is required.
  • Experience in leading architecture and design decisions while working on software development project is required.
  • Experience in data mining.
  • Good understanding of .NET framework, C#, AngularJS and SQL Server is required.
  • Proficiency in project management tools (JIRA, Trello, Slack…) is required.
  • Exceptional ability to analyze multiple sources of data to identify data trends.
  • Expertise with mobile technologies, GIS and use of data visualization tools including D3, ggplot, Periscope, Tableau or Power BI to showcase insights of data to stakeholders.
  • Knowledge and experience referencing/statistical programming languages including R, Phython, Endnote/Procite, STATA and /or.  
  • Knowledge and experience with the main existing electronic health information systems use in Ethiopia (DHIS2, eCHIS, and EMR) is a plus.
  • Knowledge of AI/Machine Learning techniques, including decision tree learning, clustering, artificial neural networks, etc. 
  • Knowledge and experience with the Ethiopian Health Extension Program (HSTP, IRR and HMIS) is a plus.
  • Excellent interpersonal skills; ability to work successfully with teams/units across the project and organization.
  • A natural inclination towards problem solving.
  • Excellent oral and written communication and presentation skills in Amharic and English is required.
  • Ability to travel up to 25% time throughout Ethiopia.
