Job Purpose
Under the direction of the Chief HR Officer (HR Director), plans, organizes, directs and controls the overall Sourcing, Recruitment, Selection and Placement activities of the company. Closely works with Colleges, University, Outsourcing employment companies. 

Duties & Responsibilities

Plans, organizes, directs and controls the overall sourcing, recruitment, selection and placement activities of the company.

Reviews short and long range human resource needs and evaluate these in relation to the labor market.

Reviews, studies, develops and recommends appropriate policies of sourcing, recruitment, and selection, employment processing and final placement of local and foreign personnel.

Develops and recommends long and short range plans and policies for Human Resources recruitment, selection and employment.

Closely works with vocational Schools, Colleges, Universities to assure the continuous flow of young professionals (Graduates) to the company.

Study and analyzes the existing human resocues Develops, recommends and on approval implements procedures for the internal recruitment of employees for promotions and transfers.

Conducts the screening, testing and interviewing of applicants

Updates current and design new recruiting procedures and guideline.

Uses different social medias to source candidates.

Researches and choose job advertising options.

Advises hiring managers on interviewing techniques.

Coordinates with department managers to forecast future hiring needs.

Stay up-to-date on labor legislation and inform recruiters and managers about changes in regulations .

Participates and leads job fairs and career events.

Develops database/pipelining of potential candidate for future opportunities.

Conducts regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.

Negotiates pay and salary structure as well as finalize arrangements between candidates and user department.

Facilitates onboarding new employees in collaboration with training and development department in order to become fully integrated with overall company working style and culture

Promote company’s reputation as “best place to work” or employer of chose.

Builds the company’s professional network through relationships with HR professionals, colleges and other partners

Supervises, directs and coordinates the day-to-day activities of the section, stimulate teamwork among his/her staff, recommends measures to improve performance and increase efficiency.

Designs different working methods that simplify works and reduce operating expenditure of the unit.

Reviews/ prepares budget of the unit and forwards same to the next higher body for approval and ensures the proper utilization after approval is sought.

Appraises or reviews the performance of subordinates who are under his direct supervision as required.

Perform other duties as required.

Job Requirements

Education & Experience

Master’s Degree or Bachelor’s Degree in Human Resources or Business Administration/Public Administration or similar field of studies.  

Experience

A minimum of 8 years’ experience in sourcing, recruiting, selecting of candidates out of which three years in managerial/supervisory position.
