As an International Christian Humanitarian Development organization, World Vision Ethiopia (WVE) is trusted to deliver integrated programs with target communities through its 58 Area programs (APs) located in seven regional states of the country.  WVE envisions a thriving organization where our strong leadership at all levels results in improved delivery of results for children.

World Vision Ethiopia (WVE) is an International Humanitarian Christian Organization whose objective is to provide holistic and integrated development and emergency response programs in the country. WVE National Office has an immediate opening for Program Assessment & Design Coordinators for NWRO and  CRO  

PURPOSE OF THE POSITION

Under the guidance and direction of NO MEAL and RO leads, the job holder will be responsible to lead the assessment and the design of new area programs as per WV’s development program approach and LEAP framework.

The incumbent will be in charge of the assessment of the new area program to explore key child well-being issues compromising the well-being and development of children. He/she assumes the responsibility of assessing the feasibility of sponsorship programing in the area to engage various community partners for sponsorship engagements.

The incumbent shall also be on top of assessing mapping the type and root causes of child vulnerability in the proposed area programs. Working with local partners, the job holder shall conduct wider community engagement works along WV’s critical path to identify, prioritize and analyses key child well-being issues that needs to be addressed by the area programs, community and partners. S/he will prepare a five years area program plan on the basis of community child well-being priorities, WVE’s NO strategy and as appropriate to government policy. The job holder will be in charge of building the capacity of local partners in an effort to ensure the sustainability and effectiveness of programming. The incumbent will ensure issues like gender, disability, peacebuilding, environment and other cross cutting issues are well incorporated into the area program plans.

The job holder will also prepare log frames, M&E plans, multi-year budgets and annual plans for the five years area program plan.  S/he is in charge of all the budget management for the assessment and the design phases.     

MAJOR RESPONSIBLITIES


Coordinate the Program Assessment Processes for the proposed new program area:-

  • Coordinate the assessment process for identifications of key partners, CWB issues, type of vulnerabilities and sponsorship feasibility during the Assessment and Designing phases;
  • Prepare sponsorship risks mitigations plans;
  • Work closely with  local partners(government and non-government) operating in the proposed program areas;
  • Compile the Assessment Report and Design ToR; and
  • Prepare detail budget for planning phase using LEAP budget template;

Coordinate the community engagement process for the proposed new program area:- Once agreed with SO to go for program designing, the A&D coordinator will embark on community engagement processes in accordance with WV DPA and LEAP 3 guidance. The job holder should undertake:

  • Stakeholder analysis: to ensure all the stakeholders are proactively identified and engaged for ensuring child well-being.
  • Undertake problem analysis: identifies and prioritize root causes for CWB gaps.
  • Undertake Theory of Change: prepares a theory of change for the most important child well-being issues to inform TP adaptation for the AP design.
  • MVC Mapping: conducts vulnerability mapping to identify the numbers and types of vulnerable children and the causes of their vulnerability.
  • Local Adaptation: The job holder ensures the right technical programs are adapted into AP technical projects;

Support and coordinate the APP Preparation:- On the basis of the Development Programming Approach (DPA) community engagement process, the job holder will be required to:

  • Ensures there is a strong working group/planning team that works closely with the AP.
  • Prepares a multi-year (five year) plans for the area program by adapting WV’s technical programme and project models into the area program local context.  
  • Submit multi-year plans in Horizon for WVE leadership endorsement and SO review and approval.

Partnering and collaboration: - ensures strong collaboration and partnership among key stakeholders by identifying, actively engaged and meaningfully contributed to the program A&D process. 

Thus, the job holder will be primarily responsible to:

  • Train starter group on how to plan and organize community to explore their understanding of Child Well-Being in their context, how to research local CWB issues, how to develop a vision for CWB and how to identify priorities that will move them towards the realization of that vision in their community.
  • Explore the forms of collaboration or partnership for child well-being that will drive the partnership for child well-being;
  • Facilitate relationships and participation with stakeholders including the government, CBOs and FBOs and other key partners at local level.

Identifies the contribution partners could make towards the overall shared plan.

Facilitate the Sponsorship Program Management :-
  • Undertake in-depth sponsorship feasibility study to learn sponsorship is feasible in the proposed new area programs;
  • Clearly map how sponsorship management be implemented and integrated to the technical projects;
  • Ensure RC are recruited and selected in partnership with local partners from among the most vulnerable and vulnerable children, based on the vulnerability mapping and listing;
  • Ensure stakeholders and partners are well aware of the sponsorship shared benefits, requirements for smooth sponsorship implementation during the subsequent program phases;
  • Explore partnering and integration opportunities for a community-led care and protection, and children's participation and voice from the design throughout the program phase.
  • Ensures programme addresses the needs of the RC across the life cycle.
  • Prepares a multi-year community engagement and sponsorship plan.   

Job Requirements

QULIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES

In order to qualify for this positions candidates are expected to meet the following qualifications i.e. technical skills, or other knowledge’s are required:

  • Educational level required: BA/B.Sc. Degree in Development Studies, Economics, Agriculture, and related social science fields. An advanced degree in Social Sciences related to development work is preferred.  Master’s degree is an advantage.  
  • Experience:  a minimum of 5  years of experience specially three (3)  years’ experience in DME , development programs and projects. Experience on assessment and design is a plus. 
  • Preferred Skills:   skill in local language of the  working area is an advantage, Clearance and recommendation of Prior Organization or Lead Managers  

Other Competencies/Attributes:

  • Excellent oral and written communication skills in English;  (written and verbal communication)

Working Environment / Conditions:

  • Office-based with frequent travel to the field
