Call for Consultancy Service
For Hiring a Consultant to Provide Business Skill, Entrepreneurship Development Training to New Legally Established Business Groups in Wukro, Atsibiwomberta, Raya/Alamata and Mekelle
Conduct a Business and Entrepreneurship Skill Development Training to equip trainees with the additional knowledge, attributes and capabilities required to apply these abilities in the context of setting up and manage a new venture or business.
Introduction
Volontariato Internazionale Per Lo Sviluppo (VIS) is an Italian international NGO founded in Rome, Italy, in 1986. VIS operates programmes of international cooperation with a particular focus on education, technical and vocational training, social inclusion of vulnerable groups, development of local communities, as well as sensitizing the Italian public on issues of solidarity, human rights and the right to development. VIS has been working in Ethiopia since the 1990s, establishing a Coordination Office in Addis Ababa, in 2003.
1. Background & Programme Objective
Since November 2018 VIS has been implementing a project titled “DEAL: Development of innovative Employment Oriented schemes and Active labor market measures to increase livelihood and decent work opportunities for vulnerable youth and women at risk of irregular migration” under the framework of Stemming Irregular Migration in Northern and Central Ethiopia jointly with CISP, Oxfam, REST and ECC-SDCO Adigrat. The project is financed by the European Union under Emergency Trust Fund for Africa, Addressing the Root Causes of Irregular Migration and Displacement in Africa. It is coordinated by the Embassy of Italy in Ethiopia.
SINCE Project intends to foster a more inclusive economic environment across the region to improve the living conditions of potential migrants, returnees, with particular focus on youth and women. In this line, the intervention logic assumes that the reinforcement of productive value chains, access to economic stability, skilled labor, Public Private Partnerships (PPPs), Technical and Vocational Education and Training (TVETs) and future industrial production increase create employment opportunities that help to reduce the root causes and risks of irregular migration. In so doing, the project promotes the improvement of potential migrants and returnees’ living conditions through the reinforcement of existing value chains, cluster of enterprises, on the job training and capacity development of the target selected beneficiaries.
The Overall Objective of the project is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youths and women.
The Specific Objective is to establish inclusive economic programmes that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in the most migration prone regions of Ethiopia (Addis Ababa, Amhara, Oromia, SNNPR and Tigray) by strengthening the capacities of local technical and vocational education and training (TVET) providers and promoting public private partnerships (PPPs) in strategic economic clusters.
2. Objectives of the Service
2.1.General Objective
The objective of the consultancy service is to provide business skill, entrepreneurship development training to the newly established business groups in Mekelle, Wukro, Atsibiwomberta and Raya/Alamata project target areas.
2.2.Specific Objectives
a) To equip members of business groups with basic traits /character of entrepreneurs and develop entrepreneurial mind set;
b) To enable them Evaluate the market for opportunities and focusing on only those areas, which could benefit the enterprise in the longer run;
c) To develop the basic skill, knowledge and attitude of business group members for the development of feasible business plan;
d) To enable them to identify, create and gather experienced individuals in the field, having insight, experience and knowledge of the business venture being embarked upon;
e) To develop positive a mind-set whenever their business faced a challenge to withstand pressure from the competitors and never stops business development and keeps engaged in it;
f) To support the group in the elaboration of feasible business plan for their activities.
3. Target Participants
The participants of the training will be members of the newly SINCE supported established business groups trained in short term skills training courses in metal and construction economic value chains in the 4 project target areas. Accordingly, a total of 223 are in Mekelle, 192 in Atsbiwomberta, 80 in Raya/Alamata and 51 in Wukro presently established new business groups who are waiting to engage in a meaningful livelihood endeavours with owing sound, feasible and realistic business plan.
4. Scope of the Services
a) To provide business skill, entrepreneurship development training for business group members for five days (5) of consecutive training; training session shall be conducted based on the Government set standards;
b) Prepare training materials in Tigrigna language for a 5 days training to be used by the trainees as living document;
c) Prepare a tailored made business development training and hand outs aims at enable the participants to prepare realistic and feasible business plan that could serve as a vehicle for soft loan access;
d) Support the participants in the development of their own business plan;
e) Prepare and submit detail report training that comprises preparations made for the training, activities performed during training and post training recommendations with photographs of the participants.
f) Submit the final training documents (manual and power point slides, group work exercise etc.)
5. Expected Outputs and Deliverables
a) Tailor made training
b) Training manual in Tigrigna language
c) Training outline and schedule
d) Feasible business plan prepared by each business groups
e) PPT presentation material and relevant hand outs
f) Comprehensive training report including list of trainees along with photographs of training participants.

6. Assignment Period
The service provider shall consult and coordinate with the VIS Addis Ababa and VIS Mekelle Office to accomplish the assignment successfully. The service provider needs to report on the progress of the assigned task as per the agreement that will be signed.
The service should be provided in order to organize training session with a maximum of 20 participants per time, thus parallel sessions must be organized.

7. Eligibility and Selection Criteria
a) Minimum of 5 years of experience in conducting business skill, entrepreneurship development training;
b) At least first degree in Management, Business Administration
c) Proven experience and evidences in preparation of training, producing training materials and conducting similar trainings;
d) The training service provider must be proficient in Tigrigna language and English;
e) A Consultancy Firm or Consultant that has got Tax Identification Number (TIN).
8. Responsibilities of VIS
VIS shall monitor and provide regular technical assistance for planning and implementation of the intended assignments. Therefore, the selected consultant will be required to keep close and constant contacts with VIS DEAL Project staff members for organizing and facilitating training.
9. Reporting and Documentation
The training service provider will maintain proper documentation of the activities observing high quality standard. In addition, the contracted consultant will submit the training module and training related information to VIS in a timely manner.
10. Payment Modality
The payment rate will be decided by the evaluation commission considering the results of technical and financial evaluation.
The payment on the awarded contract will be made in Ethiopian Birr (ETB) in consideration of the achieved outputs and on submission of the required reports as per VIS financial rules and payment conditions that will be clearly stipulated in the Service Contract Agreement.
11. Quotation Submission and Selection Process of Competent Firm/Entity
VIS officially invites for submission of technical and financial proposals from qualified organizations/firms/entities/individuals having the eligibility criteria mentioned in paragraph 6 of this ToR. Only a single organization/firm/entity/individual with technically feasible and financially viable proposals will be selected following VIS procurement rules/procedures on evaluation by VIS Evaluation or Procurement Team, and then be awarded with the contract for the expected deliverables and outputs as per the ToR.
Cumulative Evaluation Method will be used for this procurement process and contract will be awarded to highest scorer in cumulative analysis considering Technical and Financial Evaluation. The technical proposal will account for 70% and financial proposal will weigh 30% of the total score. Any firm that scores less than 65% in technical evaluation will not be considered for evaluation of financial proposals.
Considering the current situation in the whole Country, the soft copies of the technical and financial proposals are to be submitted on Ethiojobs by 30th March 2020 5:00 p.m. The consultant or consultancy firm has to submit the Technical and Financial Proposals in separate files mentioning “Technical Proposal” and “Financial Proposal”.
