Under a five-year contract with the U.S. Agency for International Development (USAID), DT Global is implementing the USAID Lowland Water Sanitation and Hygiene (Lowland WASH) Activity to support increased access to improved drinking water supply sources and sanitation facilities on a sustainable basis, promote widespread adoption of key hygiene behaviors, improve efficiency and sustainability of food production from irrigated and rain-fed agricultural systems, and advance water resource governance and data management. The Activity aims to expand sustainable water use for agriculture in Somali, Afar and SNNP (lowland areas) regions of Ethiopia with populations vulnerable to drought and climate change.

Under this, DT Global is seeking a Data Management Support Specialist to support Component 4 of the Activity. The objectives of Component 4 are to improve governance and water services management capacity at both the national and regional levels of Ethiopia through two sub-components: (1) improved WASH management/planning capacity and (2) improved WASH data management.

Objective:

Under the USAID Lowland WASH Activity, the Data Management Support Specialist will work directly with the Data Management Advisor to support the Regional Water Bureaus (RWBs) in Afar, Somali and SNNP in providing sustainable water supply services through the use of improved information and asset management systems. Most directly, Data Management Support Specialist will help support the RWBs in improving the utilization and institutionalization of an asset management system, as well as sensor-generated borehole information for improved management of operations and maintenance (O&M) and repair activities. In addition, he/she will work to ensure effective collaboration among Activity partners at the national level and in the three target regions to align and coordinate data management activities wherever possible.

OVERALL RESPONSIBILITIES:

• Activities are focused on providing sustainable water supply services through the use of improved information and asset management systems. The overall duties and responsibilities include (but are not limited to):
• Supporting the Data Management Advisor on implementation of improved water resources governance and data management;
• Working closely with other USAID and donor supported projects and appropriate government offices at the national and regional level to lead the development, management and use of an asset management system;
• Assisting the Data Management Advisor and DT Global Home Office in managing local/international subcontractors, partners or consultants to achieve Activity deliverables;
• Provide on the job skill training for government partners staff to enable them to manage and use their regional asset management system;
• Work with the activity field coordinators and advisors to facilitate data monitoring systems including utilization of different data collection, analysis, and reporting mechanisms to support sound management of the activity interventions.
• Assisting the Data Management Advisor to coordinate activities related to the installation, maintenance and use of real-time data from remote monitoring sensors in Afar and Somali to improve motorized borehole maintenance planning and response; and,
• In collaboration with the DT Global Home Office, Activity Chief of Party, Data Management Advisor and intervention partners, assist in the production and dissemination of of best practices, lessons learned, success stories and other documentation related to the asset management systems

QUALIFICATIONS, SKILLS, and EXPERIENCE:

• Requirements and qualifications for this position include but are not limited to:
• Degree in Information Communication Technology (ICT), monitoring and evaluation, economics, or related field is required or demonstrated equivalent work experience in the field; and,
• At least five (5) years’ relevant work experience with either Government, private sector, or non-governmental organizations (NGOs) on mobile based data collection, WASH database establishment and management, technician training and/or the establishment of data monitoring and evaluation systems.
