Title: Program Specialist- Conflict Analyst

Location:  Addis Ababa

Reports to: Country Director

Grade-G2

Start of Contract & Duration: One Year

INTRODUCTION

 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE JOB

 

The Conflict Analysis specialist for Ethiopia & Djibouti leads DRC's efforts in strengthening its organizational capacity to systematically conduct and make use of conflict analysis to inform and shape conflict sensitive programming and advocacy. The Conflict analysis specialist is expected to support ongoing monitoring and analysis of local conflict and security dynamics in all 8 DRC's areas of operation in Tigray, Gambella, Somali, Oromia, SNNPR, Addis Ababa and in Djibouti in close collaboration with the Area managers, technical sector leads, the CO security officer and will maintain a technical line with the Regional Conflict Analysis Coordinator

  

DUTIES AND RESPONSIBILITIES

 

  • Strengthen organizational capacity to systematically identify need for, conduct and make use of conflict analysis to inform and shape conflict sensitive programming and advocacy
  • Ongoing monitoring and analysis of local conflicts and security dynamics in DRC’s areas of operation
  • Coordinate and carry out (as relevant) conflict analysis in all 8 areas where DRC operates.
  • Work with programme staff to review programme design in order to ensure conflict sensitive programming.
  • In collaboration with programme and M&E team, develop conflict-sensitive indicators and ensure close monitoring and analysis of the impact of interventions on key indicators related to conflict sensitivity.
  • Conduct trainings on conflict sensitivity for DRC staff across all locations and work with program staff to develop training materials for communities.
  • Identify conflict analysis needs, develop appropriate conflict analysis tools and guidelines, develop training materials for staff
  • Regular field visits to monitor adherence of programming to conflict sensitive approaches

Job Requirements

Experience and Technical Competencies:

 

  • Bachelor’s degree in Political, Sociology or social anthropology studies from a recognized institution.
  • Master degree in Peace and security studies or other area relevant with this post
  • Minimum of 5 years of humanitarian experience, with a minimum of 2 years’ experience in conflict analysis or conflict management
  • Experience in program development, management and monitoring mainly in the below areas: Conflict sensitivity, Conflict mitigation and Peace building, democracy and Governance.
  • Proven experience in conducting research in different regions in Ethiopia
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders. 
  • Experience working in cross-cultural, multi-sector and remote environments.
  • Flexibility and adaptability to a rapidly changing operational environment
