About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 11 Regional Offices, 33 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

Specific Duties and Responsibilities

• Participates in establishing policies and procedures governing the evaluation, selection, implementation and usage of new information technologies and information system components;
• With direction given to her/him by the ICT Service head, Plan, organize, maintain, administer different data base systems developed or to be developed  used by the Ethiopian Red Cross Society.
• Provide Support Services in areas of systems And database administration
• Participates and facilitates installation of ICT infrastructure that facilitates collection, processing, storage, accessibility of operational, financial, human and material data at both the National Secretariat and branches;
• Analyzes existing systems, process flows, and policy and procedure manuals to identify latest requirements for system installation and enhancement in consultation and collaboration with the users;
• Consolidates information/data of different work units and maintain central data base.
• Renders  training and other capacity development support to the Society’s  IT users,  advises  in ICT related  decision making , procuring computer accessories and other ICT items,   purchasing or customizing software and  capacitating branches with IT;
• Administers effective internal control systems to monitor and ensure the  security of  the Society’s database and  processing facilities;
• Monitors and evaluates the management information system and  ensures that the system is the best satisfaction of actual and potential information requirements of the Society;
• Monitors, controls and coordinates system integration, on-line data transfer and information flow between application systems and network;
• Prepares technical documentations and reference manuals for end-users and trains end-users;
• Promptly takes troubleshooting actions on system failures;
• Develops generic software and adapts special purpose software that enable the Society to efficiently collect, record, process and manipulate data;
• Administers the Society’s  databases and systems to ensure that the system is secured and properly protected from external and remote malicious activities, viruses, spam, Trojans, etc;
• Guides all the Society’s users to strictly use strong passwords and periodically change their passwords while accessing their PC, servers, databases, webpage, intranet and/ or other confidential resources; 
• Provides technical support to  the Society’s regional/ zonal and woreda branches on establishment, administration and application of database and system;
• Sets data security policy  and ensures its proper implementation at all levels including the branches;
• Installs, upgrades & administer  servers of  the National Secretariat and the branches to centralize data storage,  sharing and management, and file backing up;
• Designs, develops, tests and  ensures continuous functionality of  the Society’s website and intranet;
• Provides advice on the selection of the best applicable systems with due consideration of the Society’s requirements;
• Participates in preparing  annual work plans and budget to support the activities of the ICT Services;
• Ensures that valid and correct source documents are retrieved from data bases, verifies that complete output are timely and properly dispatched;

Qualification Requirements:

• Second/First degree in Computer Engineering/ Software Engineering / Management Information System/ Computer Science/ Information Technology/ Information System and 6/8 years work experience
• Willing to give voluntary service to the society with his/her own initiative.
