Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for a Strategic Information Director who is responsible for leading the overall design, management and implementation of information systems, research, learning, knowledge management, monitoring and evaluation on the eHIS Activity.

Responsibilities:

  • Manages development and implementation of information systems, research, Monitoring, Evaluation and Learning (MEL) Plan, routine monitoring, and the design and implementation of research and evaluation studies (including implantation of data collecting exercise);
  • Ensure project has well defined results tracking and reporting systems that include, baseline data and targets to measure progress and outcomes for evaluation/program learning;
  • Lead all project reporting for contractually mandated reports including quarterly and annual activity reports.
  • Coordinates standardization and streamlining of data collection and reporting, making sure tools and information products are accepted by and owned by local institutions;
  • Develops reporting systems, training, and improved enabling environments, as well as indicators for the expected results;
  • Works with MoH staff or NGO partners to build M&E capacity, including support, supervise and mentor in various aspects of M&E and research including, data use and quality assurance, etc.;
  • Promotes the most efficient use of data to inform national and local leaders as well as internal staff of best practices;
  • Ensures project related data is captured, documented and reported to USAID and other partners and that performance reports are prepared and submitted to USAID in a timely fashion;
  • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management.
  • Oversees development and refine data collection/storage systems that optimize analytical use; and
  • Oversees the project’s learning component, ensuring research findings are used for future programming and planning, and drive strategic discussions.
  • Any additional responsibilities, as assigned.

Job Requirements

Qualifications:

  • Master’s Degree in public health, statistics, information systems, demography, sociology, epidemiology, biostatistics, or a related field is required;
  • At least 8 years of experience with management of M&E systems for USAID or similar related programming and at least five years of experience in two or more of the following areas: health information systems, epidemiology, statistics, and research related to large-scale health development projects;
  • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation;
  • Experience working with stakeholders to successfully design, manage, and implement information systems and monitoring and evaluation plans;
  • Knowledge and experience in use of STATA and /or SPSS statistical packages for data analysis is strongly desired;
  • Expertise with mobile technologies, GIS and use of data visualization tools including Tableau or Power BI to support clear and efficient project communication to stakeholders is required;
  • Experience developing indicators captured through applied technology is required;
  • Advanced working knowledge of Excel and data dashboards, Google drive and Salesforce is strongly desired;
  • Excellent time management and execution skills and ability to prioritize and meet deadlines and work on multiple requests from USAID;
  • Knowledge of/experience with the main existing electronic health information systems in use in Ethiopia (DHIS2, eCHIS, and EMR) is a plus;
  • Ability to build consensus on complex areas around generation and management of strategic information;
  • Excellent interpersonal skills; ability to work successfully with teams/units across the project and organization;
  • Demonstrated experience leading and building the capacity of M&E staff, including regional field-based staff, to meet project needs and deliverables is strongly desired;
  • Excellent oral and written communication and presentation skills in Amharic and English required;
  • Ability to travel up to 25% time throughout Ethiopia.
