Job Summary

The Secretariat Support Team leader is responsible for planning, organizing, controlling and implementing the financial, human resource, general service, and business development of the Ethiopian Economic Association in an efficient and timely manner. S/he formulates and implements strategy, and maintains physical, human and financial resources in accordance to EEA’s rules and relevant laws of the Federal Democratic Republic of Ethiopia.

Reporting: Chief Executive Officer (CEO)

Duration: 3 years with possible extension subject to satisfactory performance

Key Tasks and Responsibilities: Secretariat Support Service Team leader:

 

  • Leads and guides the day-to-day activities of the Secretariat Support Services including finance, procurement, human resources, property management, auditing, performance management, and general services.
  • Ensures that EEA’s financial and budget systems are timely, accurate, complete, and transparent that will satisfy the requirements of the stakeholders.
  • Ensures the financial management, budget forecast and variance analysis made up-to-date on a regular basis.
  • Ensures timely financial and budget reporting in accordance to the special conditions of donor funds and ensures budget utilization, cash management, recording transactions, reporting and maintaining proper documentation.
  • Develops an efficient and current human resource management standard that motivates, and retains all categories of staff;
  • Develops and puts in place a system for performance management at all levels of the Association;
  • Develops and executes efficient and timely systems for the provision of general services including repair and maintenance, property administration, office and building utilities, transport and security, and other related activities;
  • Develops and updates the operating procedures and internal control systems for financial, human resources, procurement, and other related activities of the Ethiopian Economic Association.
  • Prepares annual work plans, and periodic reports on a timely manner.
  • Performs other duties as assigned and required.

Job Requirement

  • Proven leadership experience, especially human resources, change management, resourcefulness, initiative, maturity of judgement, tact, negotiating skills, strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavor;
  • Demonstrated record in innovativeness, commitments, observe deadlines and achieve results;
  • Capability in building consensus, mobilize collaboration within and outside of the EEA;
  • Strong human resource management, change management, oversee finance and budget skills, solid writing skills in English, strong presentation and communication skills including demonstrated ability to write concise and analytical reports under deadlines, multi-tasking, and ability to work independently;
  • Proven experience in adjusting work priorities to take account of changing circumstances;
  • Demonstrated effectiveness in developing collaboration across functional areas and communicate within and outside of EEA;
  • Capability to mobilize expertise on a broad range of areas, establish priorities, coordinate and monitor work plan;
  • Ability to work with and motivate persons of different technical and professional backgrounds;
  • Flexibility in accepting work assignments outside normal desk description;

 Education and Experience

  •  MBA/MA/ MSc in Management, Human Resources, and related fields;
  • At least 10 years of relevant work experience with demonstrated progressive leadership position in a complex setting, preferably work experience with international organizations.
  • Language: Proficiency in English, Amharic and knowledge of other national and international languages is an advantage
  • Skills: Basic computer and interpersonal skills.
