Job Summary

We are searching for a methodical and strategic Grants Manager to work with our organization in enhancing funding models, identifying new sources of funding, and developing sustainable and effective grants programs. Duties for the Grants Manager will include managing overall grant efforts, documenting payments and expenditure, optimizing the grant administration process, overseeing fund-raising, preparing progress reports, ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, engaging with donor agencies, educating staff on policies, and preparing financial reports. Provide conceptual and coordination skills to develop relationships with donors, as well as writing skills to develop concept papers and full proposals in order to secure donor funding for Mobile Medical unit at West Guji.

 Key Responsibilities

  • Provides oversight for all grants within the west Guji grants portfolio, ensuring timely submission of proposals, reports, and amendments.
  • Liaises between Samaritan’s Purse and Governmental/Non-Governmental authorities for collaborative programming on behalf of Samaritan’s Purse, including participating in cluster meetings related to the Program Development Officer’s (PDO’s) sector of expertise. Integrates cluster strategies into project design, as appropriate.
  • Coordinates with PDO and Monitoring & Evaluation (M&E) staff to be sure grants are on track for timely completion and that targets are being met.
  • Provides oversight to the National M&E Officer and works with him/her to develop systems of data collection, monitoring, and evaluation
  • Monitors and is aware of upcoming agency “calls for proposals” and proactively informs the Country Director Regional Director, and Regional Program Development Officer of upcoming opportunities.
  • Regularly travels to field sites to better understand the operational environment and challenges faced in project implementation while providing guidance on donor and organizational rules and regulations.
  • Responsible for compliance and maintaining timelines for concept paper and proposal submission, including information on donor guidelines, eligibility requirements, and the like.
  • Encourages opportunities for inter-departmental capacity building and learning, liaising regularly with both the Finance and Logistics departments
  • Provides strategy and oversight for the Programs Department, evaluating potential funding opportunities, based on their fit within Samaritan’s Purse Ethiopia’s vision and mission.

  • Experience of working with persons of concern desirable.
  • Ability to live and work in the difficult and harsh conditions of development countries is essential.

Education / Experience Needed

  • Education: Bachelor’s degree in business administration, Accounting or Finance.
  • 5 years’ experience in USAID grants design and administration, management and oversight
  • Experience previously working on USAID projects in a Grants Manager or similar capacity
  • Familiarity with USAID Contract Management and Grants Management policies and procedures

Language

  • Local Language
  • Demonstrated ability to communicate effectively in English, both verbally and in writing.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
