Amref has over half a century of experience in delivering health care and building health systems in Africa, partnering with those at the heart of communities to bring lasting health change.

Amref Health Africa partners with the Government of Ethiopia and local communities to implement diversified health and WASH project portfolios throughout the country, focusing on three key programmatic areas: Reproductive Maternal, Neonatal, Child, Adolescent and Youth Health (RMNCAYH), Water, Sanitation and Hygiene (WASH), and Communicable and Non-Communicable diseases. Currently, our organization is part of the Jhpiego led consortium working on the five years USAID Health Workforce Improvement Program (HWIP) activity. This activity addresses critical HR challenges and augment management and implementation capacity of the Government of Ethiopia entities to improve human resources for health (HRH) management practices and address low competency of health workers.

 

Position: Digital Learning Technical Lead

Reports to: Chief of Party

Duty Station: Addis Ababa, Ethiopia

 

PRIMARY ROLE

 

The Digital Learning Technical Lead provides leadership and management to ensure the successful implementation of the digital learning solution in line with HWIP’s goal and objectives. This position will provide strategic direction to ensure the operationalization of the digital learning solution leading to quality delivery, while maintaining technical, programmatic, and financial integrity. S/he is primarily responsible for excellence in producing contractual deliverables and achieving results specified by the activity, within the timeframe and budget, and in compliance with USG rules and regulations and Amref Health Africa’s policies and procedures.  S/he manages all Amref Health Africa’s staff and ensures that the staff has the capacity and work environment to be successful. In addition, while overseeing the day to day technical and program operations, this position will manage relationships with consortium partners and Ethiopian professional health associations, and will ensure alignment in the implementation of the HWIP activity. The Digital Learning Lead is responsible for all communication and reporting to Jhpiego and will manage Amref’s partnership with the Ministry of Health, including Regional health Bureaus, Ministry of Innovation and Technology and other partners on the HWIP. 

The Digital Learning Technical Lead travels domestically an estimated 20% of the time and internationally an estimated twice per year.  S/he is based in Jhiego’s office in Addis Ababa, Ethiopia, and is supervised by the Chief of Party.

ESSENTIAL FUNCTIONS

 

Strategic Management

§  Lead the implementation of digital learning solution within the HWIP, managing and overseeing all program activities to ensure that goals and objectives are met according to set plans, targets and budget;

§  Set strategic direction for the activity’s digital learning solution; drive high quality results and delivery of the digital learning solution, with limited oversight from management;

§  Ensure results through a regular review process of overall digital learning solution’s performance including quality assurance and control standards; identifying steps for improvement and assuring appropriate follow-up as needed;

§  Ensure effective program governance is established for a successful digital learning solution implementation and sustainability;  

§  Build the capacity of Ethiopian professional health associations and government partners in management and oversight of the digital learning solution.

 

Networking, Partnership and Communications

§  Identify, cultivate and manage strategic partnerships for the successful implementation of the digital learning solutions and increased visibility of the technology platform for HRH;

§  Work closely with consortium partners, particularly the Ethiopia professional health associations, the MOH and Ministry of Innovation and Technology, to ensure alignment of the goal and implementation of the digital learning solutions for HRH;

§  Promote the use of the digital health solution for HRH among new and existing partners and stakeholders; identify opportunities to advocate the use of the digital health solutions across various fora;

§  Liaise with technical and program staff from other Amref Health Africa’s HRH and digital projects in Ethiopia and the region in support of high quality implementation to ensure program synergies and that organizational resources are mobilized for added-value to the HWIP initiatives;

§  Represent Amref Health Africa within the HWIP consortium in various governance structures such as program steering committee, project oversight committee and country leadership team;

§  Represent Amref Health Africa to external stakeholders at local, regional and international fora as necessary.

 

Human Resource & Talent Development

§  Lead and supervise team of four technical and program staffs; ensure continuous review of the program’s technical staff needs to deliver quality implementation;

§  Ensure that all yearly appraisals/performance management processes and target setting are carried out in line with Amref Health Africa’s human resource guidelines and policies;

§  Ensure staff development and succession plans are in place to ensure business continuity for the program through the engagement of Ethiopian professional health associations.

 

Job Requirements

JOB REQUIREMENTS

 

·         Minimum Masters' degree in relevant field of study; post graduate study and associated experience in business or project management an added advantage

·         At least 10 years experience in project management and implementation of information and communications technologies for development (ICT4D) programmes in relevant context with at least 6 years at management level

·         Management experience required demonstrating a sound understanding of business / organizational context, critical reasoning, reflection on practice, human resource management, leadership, team-working, negotiation and communication, financial reporting and budgeting, marketing, performance management, ICT governance and project management, strategic planning and high quality delivery

·         Exposure to Human Resources for Health environment in Ethiopia and understanding the context of information technology in health a plus

·         Demonstrated ability to understand and clearly communicate to all members of the project team: technical manuals, software specifications, hardware principles or operations and general methods of system software operation.

·         Broad experience of information systems, service development and facilitation organizational change and development preferably within a NGO environment, excellent knowledge of ICT and its application.

·         Ability to consider the wider health agenda, and support strategic and operational change, familiar with policy review and service development.

·         Excellent interpersonal, diplomacy, written/oral communications and presentation skills including the ability to act as a mentor, coach, educator and trusted advisor with respect to influencing stakeholders to move forward with project driven initiatives.

·         Capacity to work under pressure in achieving established goals and objectives;

  • In addition, successful candidates must have the ability to travel 20% within Ethiopia and internationally; the ability to assist the organization in accepting to take on additional responsibilities should the needs arise.
