Position Summary

Ethiopian Kale Hiwot Church Development Commission is a registered and licensed resident charity known for its wide ranging developmental activities that it has been implementing from long time. EKHCDC operates in different regions of the country targeting socio-economic needs of its benefices with especial emphasis on children, women and youth. EKHCDC want to recruit highly qualified specialist to effectively implement IPSAS (International Public Sector Accounting Standards) on short term contract basis.

Key Responsibilities:

Under the guidance of Grant and Finance Department Head, the IPSAS Specialist will be responsible to:

  • Review/ prepare implementation strategy and clearly outline the priority area of focus;
  • Provide high level technical guidance on IPSAS policy options based on context and organizational factors;
  • Provide guidance and assistances for the establishment of IPSAS implementation structure;
  • Interpret reporting requirements under IPSAS with reference to EKHCDC context;
  • Review existing documents and develop a comprehensive set of IPSAS compliant regulation, rules, accounting policies, and operational procedures to assist the preparation of IPSAS – compliant reporting;
  • Asses the existing financial management system with respect to IPSAS implementation for necessary system modification and a detailed implementation plan;
  • Maintain regular discussion on IPSAS maters with internal auditor  and others;
  • Take lead role in developing IPSAS  compliant financial statement and reports;
  • Conduct quick IPSAS training need assessments in order to understand  and develop appropriate training;
  • Facilitate awareness orientation across the staff;
  • Implement other related activities as directed by  the Department Head of Grant and Finance;

Term of Employment: One month, with possibility of extension

Job Requirements

Qualifications and Experiences

This position requires a minimum of 5years’ experience in providing expertise support on IPSAS implementation at NGO setting.

In addition, the expert should have the following qualification and experiences;

  • BA/MA degree in Finance or Accounting from recognized university
  • Any other relevant and recognized professional qualification
  • At least 5 years experiences in directly related works
  • Experience of gap analysis preparation
  • Experience of Financial Statement preparation as of  2019
  • Strong knowledge and skill  of developing  and delivering training in financial management and especially in accounting standards specially in IPSAS
  • Experience of facilitating on-job training and follow-ups
  • Ability to issue Certificate of the training at the end;
  • Knowledge of Peachtree accounting system is an asset
