Background

EASTRIP is a regional project in three East African countries including Ethiopia, Kenya and Tanzania. The Project Development Objective is to increase the access, improve quality of technical and vocational education programs in selected Regional Flagship TVET Institutes and to support regional integration in East Africa. The objective and results of the project will be achieved through

  • Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and General Wingate Polytechnic College is one of the institutes.
  • Creating national TVET enabling environment and
  • Enhancing regional collaborative capacity in TVET and project coordination. 

At the institute level, the objectives of the project will be achieved through

  • Strengthening governance and management
  •  Institutionalizing industry links;
  • Developing market relevant and competency-based training programs;
  •  Training of TVET managers and teachers/trainers;
  • Provision of key training facilities and equipment
  • Outreach and support for non-project national TVET institutes

General Wingate Polytechnic College plans to hire an Industry Liaison Officer who will support the College in the implementation of the project.

Objectives

The objective of this TOR is to recruit one Environmental and Social Safeguard specialist to support the implementation of EASTRIP at General Wingate Poly Technic College. The Environmental and Social Safeguard specialist will be posted to the College’s project implementation unit (PIU) and provide support to the PIU team and works under the Project Manager of the PIU

Scope of work.

The Specialist is responsible for ensuring the Project complies with the country’s legal and the World Bank’s environmental and social safeguards policies and requirements; identifying gaps in compliance, if any, and proposing measures to enhance compliance; ensuring effective and efficient engagement of the World Bank in key environmental and social policy frameworks.

Duties and responsibilities:

The Specialist will have the following major duties and responsibilities: -

Appraise the social aspects of the Project interventions;

  • Establish the system of screening forms, set out in the Environmental and Social Management Framework (ESMF) and oversee their smooth operation;
  • Undertake ESMPs to ensure compliance with the ESMF;
  • Establish a monitoring and evaluation system for the implementation of the ESMF. 
  • Provide overall coordination and assistance in the implementation of the ESMF.
  • Follow up planning, monitoring and reporting on the environment, social and gender mainstreaming activities of the project
  • Lead the delivery of capacity building programs for implementing institutions offices on the ESMF and produce training plan;
  • Be responsible for collating information related to the ESM;
  • Liaise with Ministry of   Environment, Forestry and Climate Change on regular basis;
  • Provide technical advice on labor and working conditions;
  • Facilitate communication among various project stakeholders to promote socially and environmentally sound project implementation with sustainable development outcomes;
  • Prepare guidelines, tools and notes for use in the project based on relevant environmental and social policies, acts and regulations/ directives of the Government of Ethiopia (GoE) and relevant safeguard policies of World Bank.
  • Ensure that each activity under the project is subjected to the Project ESMF process and procedures, and carry out environmental screening of activities, and prepare specific Environmental Management Plans (EMPs), as required;
  • Prepare environmental information materials and help the client in disseminating the information to the relevant stakeholders; and organize environmental and social orientation & awareness, consultations, and training programs;
  • Review project plan, design, cost, and bid documents to ensure environmental and social factors and mitigations are incorporated, and they are in harmony with environmental and social requirements;
  • Undertake site visits during project execution and operation to assess how environmental and social screening and mitigation measures are succeeding or have succeeded in minimizing impacts. Ensure that all projects are screened and approved by environmental protection authorities before commencement of the physical construction. 
  • Communicate with vendors, contractors, and subcontractors for necessary environmental and social compliance;
  • Produce and document environmental and social safeguards implementation reports; and
  • Ensure that project specific Grievance Mechanism is in place to address environmental and Social including gender-based violence issues
  • Undertake other duties as per the requirements of the project or as directed by Project Coordinator.

The consultant will be required to submit the following deliverables

  • Updated Environmental and Social Management Plan (ESMP);
  •  Development of a Grievance Redress Mechanism Document;
  • Development of Safeguards Compliance Monitoring templates;
  • Quarterly audits of compliance;
  •  Annual Social and environmental strategic plan (SESP) and Compliance Monitoring Reports;
  • Field Mission Reports;

Contract period: 1 year with possibility of extension

Job Requirements

Qualification 

  • Masters/Bachelor Degree in environmental sciences, environmental engineering, environmental studies, social development or equivalent and experience in implementation of ESMF, preparation of an Environmental and Social Management Plan and carrying out supervision on the implementation of the project.
  • The assignment will require a good understanding and knowledge of social and environmental safeguards that are associated with the project and a high level of technical competence in the implementation of ESMF. 
  •  The specialist must therefore possess the following qualifications:
  •  Experience on environmental and social impacts and mitigation measures of World Bank projects are an advantage.
  • At least 5 years for Masters or  8 years for Bachelor  of relevant experience;
  • Work experience in World Bank funded activities 
  • Excellent writing and communication skill in English
  • Proficiency in the usage of computers and office software packages (word processing, spreadsheet, etc) and experience in handling of web-based data and information management systems;
