Team Purpose:
To ensure effective implementation of Emergency Food Security & Vulnerable Livelihood activities as well as contribute to livelihoods and economic recovery of the Vulnerable pastoral and agro-pastoral communities affected by desert locust infestation and Covid-19 in Oromia region of Ethiopia
Job Purpose:
The role is to support technical implementation of the cash-based intervention in accordance with the impact of the desert locust infestation and other emergencies related. The cash-based intervention including provision of farming inputs (staple food crop seeds, short maturing open pollinated varieties) and associated extension service delivery at project locations and act as additional workforce to the existing EFSVL capacity at field level including filling any existing gaps. The jobholder will work closely with the EFSVL Team Leader (Livestock and Cash and Markets Team Leader) and; with the field team to ensure timely and quality in planning, implementation, monitoring and evaluation of activities which meets national as well as regional government standards including the LEGS.

Dimensions:
· Work patterns are not routine and often high pressure
· Required to make sound technical judgments regularly within agreed processes using technical knowledge, a good understanding of the team, context and the facilities available to the team.
· Communication largely with internal staffs, also with some external contacts / target audiences to support operational work.
· Analysis and internal communication of the locally relevant context to inform appropriate planning
· Supervises the work of contractors, service provider partners and junior staff often in area of own specialism (livestock and pastoral livelihoods).
· Contributing to project/ programme budget planning and monitoring
· Ensures the effective planning and delivery of projects and / or defined areas of programme, including working with partners
· Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
· Makes complex technical information accessible and useable by non-specialists within a defined area
· Some negotiation and representation with local authorities- Veterinary and Agriculture Bureaus
· Develop a shared analysis of local issues, contacts and key players
Key Responsibilities:
· Support the field team in the planning (development of detailed workplan, implementation plan, project inception with community stakeholders and implementation of the cash and farming impute components of the EFSVL response for all projects location.
· Support the field EFSVL department to represent Oxfam in multi-agency needs assessment especially related to the pastoral livelihoods and Animal health.
· Support the EFSVL assistant in field locations in undertaking cash-based intervention activities and provision of farming impute and associated extension service. This will include documentation of best practices and learning of desert locust emergency response project.
· Support the EFSVL team leader and field team in developing terms of reference (ToR) on cash-based intervention activities and provision of farming impute and associated extension service deliver support request from relevel government office zonel and district level.
· Support the EFSVL team leader to organize capacity building initiatives (formal and informal) on EFSVL specific activities for beneficiaries, own team members and partner office team
· Support the EFSVL team in the field and MEAL team during Monitoring activities (beneficiary verification/validation activity, compliant data collection, Exit interviews, PDMs, etc.) and provide timely updates on the overall food security and livelihoods situation in the agreed area; This especially for the Pastoral Livelihoods, Livestock and crop products markets and trade, crop/animal disease surveillance, Status of pastures, access to agricultural extension and animal Health services, access to pastures and feed and fodder (markets);
· Providing data, information on: expressed beneficiary needs, context information, local authorities’ policies and plans, coordination with existing actors in the agro-pastoral and livestock sector, both crop & livestock sector markets functionality for development of proposals and EFSVL strategy.
· Support the field team in providing information for preparation of internal and donor reports.
· Support the field EFSVL team in providing technical specifications to the Logistic team on all EFSVL related market assessments, procurements and deliveries;
· Ensure that all Oxfam accountability procedures and tools are applied correctly at all stages of the implementation of EFSVL activities and in the agro-pastoral livelihood support and in cash/farming imputes support activities;
· Ensure that Government laws and Regulations and Sphere standards are always applied in the implementation of EFSVL related activities; This includes gender/protection, environment and protection aspects;
· Ensures that maximum professionalism and accountability is adopted by partners, service providers and vendors in his/her sector of competency; Ensures and facilitates beneficiaries and other stakeholders to have the maximum access to Oxfam Complaint and feedback systems.
· When delegated by the Team Leader or Base Manager, represent Oxfam at technical coordination meetings involving local government and other relevant stakeholders at Kebele and Woreda level.
· Plan, implement and monitor Emergency Food Security and Vulnerable Livelihoods (EFSL) interventions in the pastoral Livelihoods sector in case of emergency response.
Job Requirements
Skills and Competence:
· Relevant qualification background – Degree in Agriculture, agroeconomics, Rural Development with relevant experience.
· Excellent understanding & proven / progressive experience (Minimum 3 Years) of planning / designing and managing EFSVL interventions in pastoral & agro-pastoralist livelihood context
· Strong previous experience in working with partners and partner capacity building skills
· Demonstrable experience of working on livestock and Pastoral livelihood support interventions: (cash transfer and other voucher-based interventions in the pastoral context, agricultural extension service delivery, crop and Livestock marketing skills, Gender and protection aspects mainstreaming in project intervention contexts, etc).
· Good understanding of the sustainable livelihoods approach and related issues;
· Experience in delivery cash and voucher programmes, including use of the ICT equipment and tracking and monitoring programmes. (e.g. LMMS, Mobenzi, Red Rose).
· Experience in market analysis; with the capacity to conduct a market assessment survey, FGDs & KII;
· Good understanding of cash transfer modalities and mechanisms with a knowledge of their development and specificities;
· Experience in conflict-sensitive programming and the ability to influence and support partners in appreciating the importance of financial standards, procedures and controls;
· Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
· Coordination skills with diverse audiences.
· Well-developed interpersonal and team skills and proven ability to be flexible in demanding situation
· Excellent command over written and spoken English mandatory and local language an advantage.
· Willingness to travel at short notice, often in difficult circumstances
· Experience in pastoral programmes/areas is highly desirable
