Contract period: 1 year with possibility of extension

Background

EASTRIP is a regional project in three East African countries including Ethiopia, Kenya and Tanzania. The Project Development Objective is to increase the access, improve quality of technical and vocational education programs in selected Regional Flagship TVET Institutes and to support regional integration in East Africa. The objective and results of the project will be achieved through

  • Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and General Wingate Polytechnic College is one of the institutes.
  • Creating national TVET enabling environment and
  • Enhancing regional collaborative capacity in TVET and project coordination. 

At the institute level, the objectives of the project will be achieved through

  • Strengthening governance and management
  • Institutionalizing industry links;
  • Developing market relevant and competency-based training programs;
  • Training of TVET managers and teachers/trainers;
  • Provision of key training facilities and equipment
  • Outreach and support for non-project national TVET institutes

General Wingate Polytechnic College plans to hire an Industry Liaison Officer who will support the College in the implementation of the project.

Objectives

The objective of this TOR is to recruit one Industry Liaison Officer to support the implementation of EASTRIP at General Wingate Poly Technic College. The Industry Liaison officer will be posted to the College’s project implementation unit (PIU) and provide support to the PIU team and works under the Project Manager of the PIU.

 Main Duties and Responsibilities

  • Act as single point of contact on center activities for industrial actors.
  • Raise awareness of center activities and offers among industrial actors.
  •  Follow-up the implementation of actions agreed with the center Industry Advisory Committee (IAC).
  • Collect information and statistics on ongoing programs and initiatives.
  •  Identify and follow-up improvement opportunities of center programs benefiting industry.
  •  Coordinate the publication of industry-relevant information on the center website.
  • Coordinate the edition of publications targeting industry actors.
  • Maintain presentation material documenting center activities targeting industry.
  • Contribute to the production of exhibition material (e.g. display and booth design).
  • Maintain a database of contacts of industry-related actors.
  • Work with the Technology Transfer Offices of the college at the core nearby Industries /universities/research centers in filing disclosures, technology transfer and licensing agreements
  • Develop invention handling procedures and participate in licensing negotiations in conjunction with industry partners and center core partner campus Technology Transfer offices.
  •  Perform market analyses to support the selection of the most efficient outreach activities.
  • Identify opportunities for center to support new industry sectors.
  • Attend conferences, exhibits or other industry-oriented events organized by targeted sectors and trade associations.

 Others

  • Contribute to the staff positive working atmosphere and team spirit.
  • Carry out other clerical and logistical tasks that may arise or are needed to properly execute the tasks above.
  • Support the PIU team members in guiding them to contribute appropriately to the flagship institute activities relevant to industry.

Job Requirements

Minimum Job Requirements

(a) Academic Qualifications

  • Bachelor degree in TVET Management, Electrical Engineering, preferable in energy sector, professional qualifications appropriate to this Services.

(b) Work Experience:

  • A minimum of 5 (five) years of relevant experience in TVET management and trainer in Electrical engineering sectors.
  • Familiarity with the Ethiopian Industry strategy will be an advantage

(c) Key competencies:

  •  Working knowledge of Competency-Based Education and Training
  •  Working knowledge in developing competency-based education curricula.
  •  Working knowledge of the Internship systems within Post-Secondary Institutions
  • Outstanding knowledge of English both spoken and written, including for public presentations or facilitation of workshops.
  •  Forward looking problem-solving thinker who actively seeks contact matching in a hybrid network of research and industry-focused organizations.
  • Advanced knowledge of Microsoft Word, Excel and PowerPoint and fluency in other relevant IT tools.
  •  Strong interpersonal, leadership, and motivational skills
  • Possess excellent planning and coordination skill.
  • Excellent report writing, time management and organizational skills.
