Background

The Federal Democratic Republic of Ethiopia, represented by the Federal Ministry of Science and Higher Education and the Ministry of Finance as well as the development partners have agreed to advance their shared objective of accelerated implementation of the TVET-Sector contributing to the ESHI-TVET Sustainable Development Program (hereinafter referred to as the “ESHI-TSDP”) in accordance to the Education Sector Development Program “ESDP”) TVET Strategy and the new Education Road Map.  The ESHI-TSDP shall encompass all activities and associated results as specified in the Results Framework annexed to this ToR 

The Joint Financial Partners (JFPs) are in agreement that a basket funding modality managed by the MoSHE, using the Government´s procedures shall be established for the additional finance for the TVET sector. This shall contribute to priority areas within the strategic framework of ESDP that are underfunded. Basket is the preferred modality of the MoSHE for harmonizing the assistance of Development Partners (“DPs”) and scaling up the support of the TVET-Sector.

The Government of Ethiopia (“GoE”) has committed itself to provide an agreed level of funding to the ESHI-TSDP. Any DP channeling resources to the sector through the sector budget support can at any moment join the JFA.  This JFA sets out the jointly agreed terms and procedures for the ESHI-TSDP, including planning, financial management, governance framework and decision-making, reporting, review and evaluation and audit. The Signatories are committed to the principles of aid effectiveness and to enhancing ownership, alignment, harmonization, results orientation and mutual accountability in their support to the Ethiopian TVET-Sector. The partnership framework is founded on the commitment to adhere to ‘one plan, one budget, one report’ concept and serves as a coordinating framework for consultations, joint reviews of performance, and common procedures on monitoring and reporting.  The priority areas to be supported will be defined in the revised TVET-Sector strategy (to be

Published until June 2020). These areas as well as the eligible expenditures for the ESHI-TSDP

shall be agreed annually within wider sector planning discussions between MoSHE and the DPs

in the TVET-Sector.   The signatory JFPs will strive for the highest possible degree of alignment with the budgetary and accountability system and legislation of the MoSHE in the provision of financial resources, as well as supporting the strategic priorities. MoSHE will continue to strengthen sector capacity, including human resources, financial and procurement management.  

General Responsibilities of the MoSHE

The MoSHE, representing the GoE carries overall responsibility and accountability for the

performance of the TVET-Sector as a whole, including the ESHI-TSDP, ensuring that all

activities undertaken within the sector contribute to the approved TVET-Strategy. MoSHE will be

fully accountable and responsible for the management of the JFPs’ financial contributions and

making sure the timely availability of funds for implementation of ESHI-TSDP activities. The

Funds shall be managed in accordance with the GoE Financial Rules and Regulations and the

accounts for ESHI-TSDP shall be kept in accordance with GoE accounting system.

 

The MoSHE will perform its financial management responsibilities in accordance with sound

financial management procedures including internal control mechanisms of mutually acceptable

standards. The JFP´s will use the Financial Monitoring Reports  to monitor the budget execution

of ESHI-TSDP.

Ensure that strategic plans contain clear objectives and targets; that the measures required to achieve the targets are evidence-based and are fully costed; that the objectives and targets can realistically be achieved taking into account implementation capacity and projections of the available resource envelope; that the ESHI-TSDP is consistent with the ESDP, and that it is the outcome of a consultative process involving DPs; that there is a clear annual results framework for monitoring and evaluation.

The framework for the dialogue, governance and decision-making of the ESHI-TDSP is provided by the proposed coordination framework which consists of a two tier collaborative governance system made up of the Joint Steering Committee and Joint Technical Committee. Job Requirements

Requirements

  • The applicant should have: Post-graduate degree in the field of social science, Education or equivalent in a related field;
  • Minimum of ten years’ experience in relevant subject areas covered in the terms of reference and more specifically having experience at executive level with solid knowledge on quality infrastructure;
  • Considerable years of progressively responsible experience in the internationally funded projects in managing and /or implementing;
  • Excellent organizational and communication skills to flexibly and responsively interact and coordinate with the MoSHE, FTA, FTI, regional TVET Bureaus, colleges and other stakeholders;
  • Should drive work plans to completion and meet milestones with little or no daily supervision, and be able to multi-task and be effective under tight deadlines and in high-pressure situations
  • Strong computer, analytical and organizational skills;
  • Excellent Written & Spoken English;
  • Proven initiative & ability to work independently;
  • Strong issue identification, problem-solving skills and analytical capacity;
  • Proactive communication and ability to know when to ask for help; and
  • Ability to develop solid partnerships with high-level officials
  • Good understanding of sector development programs
  • Strong staff development experience with demonstrable success in building of capacity and facilitating change using participatory methodologies.
  • The abilities to work flexibly and adapt to different styles of working 
  • Willingness to travel and work to regions and institutions throughout Ethiopia and other relevant institutions

Reporting line/Communication

The Project Coordinator will report to the General Director and or State Minister and work closely with the Steering and Technical committee. 

Duration of the assignment

The duration of the assignment is for one year, renewable based on satisfactory performance.

Responsibility of the employer

The Employer will be availing office furniture, office equipment, stationery materials, transport and communication facilities and other materials required by the Project Coordinator to perform his/her duties as specified in this TOR.
