EASTRIP, financed by the World Bank, is a regional project in three East African countries including Ethiopia, Kenya and Tanzania. The project aims to increase access, improve quality of technical and vocational education and facilitate regional integration. The objectives and results of the project will be achieved through
- Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and Hawassa Polytechnic College is one of the institutes.
- Creating national TVET enabling environment and
- Enhancing regional collaborative capacity in TVET and project coordination.
At the Institute level, the objectives of the project will be achieved through
- Strengthening governance and management Institutionalizing industry links;
- Developing market relevant and competency-based training programs;
- Training of TVET managers and teachers/trainers;
- Provision of key training facilities and equipment
- Outreach and support for non-project national TVET institutes
Establishing the Project Implementation Unit (PIU) is one of the primary tasks to coordinate and effectively implement the project. Hawassa Polytechnic College hereby invites applications from qualified candidates for the position of Project Coordinator. Duty station is at Hawassa Polytechnic College, Hawassa, Ethiopia.
Scope of the work
The Project Coordinator will be responsible for overall coordination and facilitation of the project. The Coordinator will ensure a smooth start-up of the project and its efficient and effective implementation.
Duties and responsibilities
- Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and Hawassa Polytechnic College is one of the institutes.

- Enhancing regional collaborative capacity in TVET and project coordination.
- Strengthening governance and management Institutionalizing industry links;
- Developing market relevant and competency-based training programs;
- Training of TVET managers and teachers/trainers;
- Provision of key training facilities and equipment
- Outreach and support for non-project national TVET institutes
- Manage and coordinate project activities, from substantive, administrative and financial points of view, applying strategic planning and systematic coordination of project activities.
- Manage day-to-day project implementation and overall coordination of project outcomes.
- Ensure supervision of the Project personnel and ensure effective communication and coordination between the Project offices and the World Bank Country office.
- Provide direction and leadership in advocating project objectives and in ensuring that all interested parties are well informed about the project activities and goals.
- Identify any support and advice required for the management, planning and control of the Project.
- Ensure timely preparation and compilation of the Project Annual and Quarterly Work Plans and Progress/Final substantial and financial reports and its submission to the World Bank as appropriate.
- Prepare monthly reports for the college/center on key project activities, issues and required action points. Prepare the project semi annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report and final review reports, and submit them to the World Bank as appropriate.
- Plan, organize and participate in the transparent tender bidding or request for proposal processes for the selection of implementing partners for sub-projects and ensure the preparation of clear tender bidding evaluation reports.
- Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting systems.
- Together with the Country Office, prepare funding proposals and concepts for mobilization of resources for sustainability of the project, including substantive correspondence for a) resource mobilization, b) partnership building, c) reporting.
- Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives. Mobilize goods and services to initiate activities, including drafting TORs and work specifications.
- Assist in development of the gender mainstreaming strategy and ensure the mainstreaming of gender into all project activities and environmental issue as well.
- Manage Project administrative and security related activities, monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
- Participate in transparent and competitive selection, recruitment, supervision and mentoring of respective project staff (if required). Ensure efficient HR management, conduct regular performance appraisal exercises for Project staff.
- Represent the Project, as required, vis-a-vis other World Bank funding organizations in Ethiopia donor organizations, other international organizations, as well as national Government and non-governmental institutions and endeavor to build professional relationships with local, district and regional authorities in order to ensure the full participation of a broad spectrum of national leadership in the identification, planning and execution of Project activities.
- Ensure proper professional relationships with relevant national and international partner agencies, relevant developing programmes/projects.
- Ensure proper professional relationships with community leaders, local NGOs and other Community Based Organizations (as Women associations, Youth associations, etc).
- Establish and maintain relationships and act as the key focal point with World Bank to ensure that all programming, financial and administrative matters related to the Project are transparently, expediently and effectively managed, in line with established World Bank Rules and Regulations.
- Verify and channel all requests for Project, administrative, logistical and other support and report all incidents related to security and issues of general concern to the World Bank.
- Manage the transfer of Project deliverables, documents, files, equipment and materials as per the standards the World Bank procedures.
- Ensure establishment and maintenance of proper electronic and paper filing systems.

Inputs provided by the Client
Hawassa Polytechnic College will provide the project coordinator reasonable and standard office space and office furniture and equipment required for the duration of the assignment, at its premises for successful discharging of his assignment. The project coordinator will be provided, for official business, with internet access, telephone and fax facilities. Moreover, HPTC will arrange a vehicle for the coordinator as a means of local transportation.
Management procedures
Contractually, the project coordinator will be accountable to the Dean of the college but work under regular supervision of the center leader to whom all reports and deliverables as per the ToR should be submitted. The PIU will be responsible for the Dean of the college.
Expected Deliverables
Specific Deliverables
- Produce and review reports concerning the project deliverables comments on the Plans of PIU members
- Monthly progress reports.
- Documentation of all correspondences during implementation of project activities Project monitoring reports (Monthly, quarterly, and annual reports)
- Summarized Project Completion Report
General Deliverables
- Inception Report and detailed work plan within three weeks of commencement of the assignment. Monthly Progress Reports within 7 (seven) days of the end of the monthly plan and plans for the next month.
- Summary of progress against project’s performance indicators semi-annually.
- Draft Final Report of the project activity/ work three weeks before the end of the assignment; and
- Final Report of the project achievement, one week after receiving comments from the Dean.
Job Requirements
Required Qualifications and Experience
It is envisaged that the project coordinator will require an experienced and high level technical& managerial competence in project coordination under World Bank financed Projects and the related as well. The project coordinator, therefore, should be required to fulfill the following qualifications.
- MSc/MA or BSc/BA degree or equivalent from recognized university in international development, development management, economics, public administration or other relevant fields of social sciences.
- Postgraduate training in project management or a professional qualification.
- At least 8/10 years’ experience in coordinating a large private/ public sector organization or Projects for Masters and Bachelor degree respectively.
- Proven experience working with coordinating/leading Government, civil society, international organizations and donors. Experience of working with WB projects is valuable.
- Computer literacy in the use of office software packages (MS Word, power point, Excel, etc.)

- Excellent change management skills and strong commitment to sharing procurement and contract management related expertise and experience in order to develop others.
- Managerial experience in the field of development cooperation including in grant management
- Knowledge of Ethiopian TVET system
- Proven ability to draft, edit and produce written proposals and results-focussed reports
Language Requirements:
- Excellent writing and communication skills in both Amharic and English and Knowledge of local languages are an asset (all reports, documents and correspondences shall be in English).
Level of effort and Timetable
- It is expected that the assignment will start as soon as possible depending on availability
Contract: one year contract, with possible extension upon satisfactory performance of the
Coordinator. Remunerations: Negotiable / dependent on qualifications and experience.
