Terms of Reference (TOR) for consultancy services
to develop A Financial Management Manual based on International Public Sector Accounting Standards Board (IPSAS)
INVITATION TO BID
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD in coalition with Federation of the Ethiopian National Association of Person with Disabilities(FENAPD), Ethiopian National Disability Action Network (ENDAN) and Network of Visually Impaired and the Blind (NOVIB) has started working on a Disability Networks Partnering for an Inclusive Society in Ethiopia under “Civil Society Support Program phase two (CSSP2)”. The proposed project aims at contributing towards the creation of a disability-inclusive society in Ethiopia, through the collaborative partnership of DPOs/CSOs and strategic stakeholders.
This project plans to develop a Financial Management Manual based on International Public Sector Accounting Standards Board (IPSAS).
The Finance Manual to be prepared should consider the basic standards mentioned from IPSAS 1 ‘Presentation of Financial Statement’ to IPSAS 42 ‘Social Benefits and Its Disclosures’ which are relevant and applicable for the organization need, after carrying out gap analysis in ECDD and its three coalition members and discussing on the Gap Analysis Report.
SCOPE OF WORK
The scope of the services required under this consultancy includes the following:
1. Review the current financial management procedures and practices of ECDD and its coalition members(FENAPD, NOVIB and ENDAN);
2. Develop an IPSAS policy framework; support the conversion /implementation of IPSAS;
3. Provide technical support for the preparation of accrual-basis IPSAS financial statements;
4. Assist the coalition members with the preparation of IPSAS compliant financial statements until the submission of the first audited reports; and
5. Identify possible challenges to be faced in the process with a possible way forwards
Job Requirements
ELIGIBILITY CRITERIA FOR APPLICANTS
Interested firms or individuals are required to submit:
TIME FRAME
1. The first draft of the manual shall be submitted to ECDD in hard and soft copies within 30 days after the signing of the agreement
2. The final edited manual shall be delivered to ECDD in hard (4) and soft copies not later than 15 days after receipt of comments from ECDD on the first draft.
