The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned bellow.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 11 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

Key responsibilities

Financial accounting:

  • Responsible for updating and maintaining the HIP ECHO finances at the NLRC Addis Delegation office.
  • Controls and administers the timely payment of bills made by the NLRC Office and advises or makes corrections when needed.
  • Administers the accurate filing of all transactions (invoices, receipts and cover documents) in the appropriate finance files and advises or make corrections when needed.
  • Administers and advises on the adherence to budgets and the timely entries of all transactions for HIPECHO project Ethiopia Red Cross and coding in NLRC Winpaccs.
  • Receives field-returns (journals) ERCS, check them for proper coding, accuracy, documentation and adherence to budget, and enter them into the NLRC Winpaccs system.
  • Verify financial field reports and assess their compliance with established policy, procedures and Donor requirements.
  • Follow up cash transfers to/from the NLRC Headquarters to HIP ECHO account for NLRC as well as Ethiopia Red Cross
  • Perform cash and bank reconciliation and if any differences identified shall be rectified immediately or latest next report.
  • Monitor outstanding Working Advances to staff and ensure these are timely reconciled. Reports all working advances  that are not settled within the reporting period  to the NLRC Delegate.
  • Ensures that all working advances are settled before the end of project implementation date.
  • Ensure staff contracts and Job descriptions are in place, allocated staff positions are in compliance with the approved budget, salary calculations are accurate including the benefits as per ERCS/Donor requirements, Timesheets per staff per month is prepared as per Donor requirement.
  • Identifies and undertakes training of financial staff of Ethiopia Red cross
  • Maintain accurate register of the assets (inventory) and insure that accurate system is in place and maintained
  • Set-up an audit-proof financial filing system (digital & hard copies) in line with the NLRC requirements.
  • All supporting documents are scanned and digitally archived according to the provided guidelines

Financial management and reporting:

  • Prepares quarterly budget/expenditure overviews, forecasts and cash requests for the HIP ECHO programme in close consultation with the HIP ECHO Delegate.

  • Collects the financial reports from ERCS and prepares and   completes timely the quarterly and annual financial reports on the HIP ECHO programme on the NLRC Winpaccs system.
  • Provides feedback to ERCS on their quarterly and annual financial reports to the NLRC
  • Ensure timely and accurate project reporting (quarterly, interim, final) that meets the donor requirements in accordance with the signed MoU(s) and Project Agreement(s).
  • Ensure the quality of financial transactions in Winpaccs Accounting. Make necessary adjustments of any discrepancies identified.
  • Perform quarterly update of procurement table, suppliers list, project staff list  and inventory list.
  • Ensure all project financial reporting is strictly follow the MoU and donor requirements.
  • Verify coherence between narrative and financial reporting together with Project Managers.
  • Liaise with NLRC ( RFD, Project Mangers) and ERCS Finance and Project staff to coordinate internal and external audit queries and follow up on recommendations.
  • Initiates and maintains accurate filing of program, finance and other relevant document.
  • Provides administrative support to the Programme Managers and Officer for travel arrangements, bookings and purchases.

Job Requirements

 Qualification

  • At least first degree in accounting, business Administration and Finance and at least 5 years’ experience.
  • Proven experience with financial management and accounting for EU donors
  • Strong communication and training / coaching skills
  • Strong verbal and written communication skills, including experience and prove competence in writing narrative and financial reports.
  • Experience in problem identification and solution analysis
  • Excellent practical computer skills (including strong competence in Windows, word processing, spreadsheets, internet/email, accounting software
  • Fluency in spoken and written English;
  • Willing to abide by and respect Red Cross/Red Crescent Principles and Values
  • Understanding of and commitment to ERCS mission, values, strategies and programming approaches.
  • Team player with an Able to work in a tea high degree of integrity, discretion, and personal conduct
  • Flexible and adaptable to changing working conditions
  • Stress resistant and sense of humor
  • Ability to prioritise and meet deadlines
