INTRODUCTION

 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE JOB

 

DRC Ethiopia is looking for an experienced Emergency Manager who will lead the strategic development and management of DRC Ethiopia and Djibouti emergency response. Working under the day-to-day supervision of the Addis Ababa-based Head of Program, the Emergency Manager will be responsible for the development, strategic setup, and ongoing management of a responsive, multisector emergency response team of responding to emergency across Ethiopia and Djibouti. The Emergency Manager in collaboration with the Head of Program and Area Managers will support and lead planning and implementation of the scale-up or start-up new emergency interventions. The position will be tasked to develop a comprehensive emergency preparedness and response plan (EPRP), emergency strategy, and accompanying response modalities. Key to the position will be ongoing analysis of the humanitarian context, assessing emergency-related funding opportunities to support responses and representing DRC is a relevant cluster and fora.

 

DUTIES AND RESPONSIBILITIES

Strategic development

  • Finalization of the development of the country emergency strategy and the entry strategies for DRC to rapidly commence emergency interventions in new areas of operation as needs arise.
  • Engagement in ongoing assessments of the humanitarian context across Ethiopia and Djibouti as a means to develop and update country-based emergency strategies and accompanying response modalities.
  • Development of a comprehensive emergency preparedness and response plan (EPRP) with area-based EPRPs, which will be updated quarterly. The plans will be developed in collaboration with the Head of Program, Area Managers and relevant sector leads.
  • Design of contextually appropriate modalities for each new intervention and advise implementing staff on a range of issues including assessment design and analysis, humanitarian principles, targeting criteria and monitoring and evaluative methods. 
  • Identification of strategic emergency funding and program development opportunities.
  • Taking a proactive role in establishing strong linkages with key cluster, governmental and NGO representatives working in both Ethiopia and Djibouti, and to be an active participant in relevant coordination fora.  

Emergency Response Capacity and Program Implementation

 

  • Establish and lead a new emergency team.
  • Support the activation of the national emergency response roster, hereunder support HR in the review of candidates and update of the lists and support managers with the facilitation of deployments.
  • In coordination with the RO Emergency Coordinator, plan and facilitate capacity building training for the emergency roster members.
  • Ensure the timely and quality review of all emergency-related project reports. 
  • As part of the development of appropriate emergency response modalities, the Emergency Manager will work closely with DRC Ethiopia and Djibouti’s Protection Coordinator, Cash and Market System Coordinator, WASH Coordinator to develop the sector and modality-specific interventions and to ensure that all emergency interventions are in strict compliance with national and international standards and best practices and that they demonstrate technical rigor.  
  • Collaborate with DRC Ethiopia and Djibouti’s Monitoring and Evaluation Manager to develop appropriate monitoring and evaluation tools for DRC’s emergency response activities, and to ensure lessons learned are thoroughly documented and shared within the country program and region.  

Finance and Administration 

  • Assume responsibility as a budget holder of all emergency-related project and lead in the development of emergency-specific budgets and spending plans. 
  • Maintain a budget overview of all emergency projects and activities and collaborate regularly with the Head of Program and Addis Ababa-based finance team to monitor spending and ensure the timely utilization of all grants.  

 

Human Resources

  • Recruit emergency response teams and provide temporary management of program staff supporting emergency interventions and support respectful and positive working relationships which allow for the effective implementation of all emergency response activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge of emergency response best practices and principles. 
  • Promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in emergency response best practices and principles, DRC's code of conduct, accountability, respectful dialogue with the beneficiary population, and prevention of sexual exploitation and abuse.  
  • Collaborate with the human resources department to ensure staff evaluations are conducted on a regular basis.  

 

Logistics and Procurement 

  • Collaborate with the Addis Ababa-based logistics and procurement team to develop and maintain relevant framework agreements and emergency response-specific procurement plans. 
  • Ensure the budgeting of emergency response activities incorporate logistics and support costs such as transport and warehousing needs for procurement-heavy activities.  
  • Regularly review emergency response-related procurement plans with the Head of Program and Addis Ababa-based procurement and logistics team and finance team to adjust spending as required in advance of project closure.  

 

Safety and Security

  • Support the Head of Program and Country Director in ensuring the responsibility for staff safety in emergency interventions. 
  • Support the Head of Program and Country Director in ensuring that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.
