Title:    Regional Education and Capacity Building Advisor                        Grade: E

Department:  Ethiopia Country Office                                                           April 2020

Summary Scope of Work:

The regional education and capacity building advisor will provide technical assistance for activities to improve the competency of the health workforce under the USAID-funded Health Workforce Improvement Program (HWIP) implemented by Jhpiego in Ethiopia. The Project aims to build a more capable, well-managed and motivated workforce by addressing critical human resource challenges in Ethiopia’s health sector. The project will operate over a five-year period.

S/he will work with and build capacity of universities, regional health science colleges, in-service training centers and chapter offices of professional associations to ensure that both education/training institutions and individual health care workers meet quality standards. The regional education and capacity building advisor will implement evidence-based interventions to strengthen education and training of health professionals. The education and capacity building advisor will mentor and coach chapter offices of professional associations to increase their capacity and engagement in education, CPD, accreditation and regulation activities.

Responsibilities

All staff members of Jhpiego, regardless of the level of their responsibilities are expected to:

Duties and Responsibilities

Leadership

  • Support universities and regional health science colleges to improve quality of pre-service education of health professionals through evidence-based approaches, including, but not limited to, faculty development, curriculum re-design, improving academic leadership and fostering a culture of standards-driven continuous quality improvement;
  • Support universities and regional health science colleges to comply with accreditation standards;
  • Support in-service training centers to improve effectiveness, efficiency and management of training systems; 
  • Provide technical assistance to regional education and training stakeholders;
  • Coach and mentor health science education development center leaders and members;
  • Integrate gender transformative approaches in education and training interventions;
  • Cultivate and maintain excellent relationships with key stakeholders;
  • Use data to monitor, learn and adapt project implementation;
  • Represent Jhpiego in education and training related technical working groups, meetings and conferences; 
  • Model a proactive, problem-solving attitude which encourages teamwork and fosters high motivation and enthusiasm with colleagues;
  • Promote Jhpiego’s overall goal and HWIP objectives; and
  • Comply with donor and organizational requirements and regulations. 

Program Management & Implementation

  • Develop annual program work plans taking into account project goals, national priorities, evolving scientific evidence, and availability of budget;
  • Implement planned activities in an effective, efficient and timely manner;
  • Monitor program outputs and results and ensure that these are documented and reported accurately;
  • Develop quality reports and success stories to be submitted to the donor and  government stakeholders;
  • Identify, document and disseminate programmatic successes, challenges and lessons learned;
  • Assess ongoing capacity gaps of local institutions and ensure institutionalization and transitioning of education, training and CPD quality interventions in a way that promotes sustainability and self-reliance;
  • Work closely with HWIP technical, program, M&E and support staff to maximize collaboration and teamwork;
  • Facilitate identification and documentation of cost-share as part of program implementation; and
  • Provide support to other Jhpiego programs when deemed necessary.

Business Development

  • Identify new strategies for program implementation;
  • Identify and communicate potential opportunities for new business development

Knowledge Management and Sharing

  • Liaise with Jhpiego and partners’ technical experts to ensure that program strategies and interventions are technically sound and evidence-based;
  • Identify programmatic successes, challenges and lessons learned, and document these systematically for internal use and external audiences;
  • Promote an organizational learning culture; and
  • Disseminate program learning through technical reports, conference abstracts, and peer-reviewed publications 

Job Requirements

Required Skills and Abilities                                                                                                        

  • Demonstrable competency in designing curricula, pedagogical courses, performance improvement standards and competency-based assessment tools;
  • Demonstrated competency in health profession regulation mechanisms: accreditation, licensing, CPD, registration, scope of practice, ethics and fitness for practice;
  • Mentoring and coaching skills;
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills; 
  • Emotionally intelligent (ability to manage self, ability to motivate others and relationship with others)
  • Computer Literacy (Word, Excel and power point);
  • Ability to travel up to 60% of the time. 

Education qualification and work experience

  • Health professional with postgraduate degree in education, public health or related field;  
  • Minimum of 3 years work experience in education and training of health workers. Experience working in USG or other-funded program is a plus.
