Brief introduction

The Tuberculosis Local Organizations Network (LON) is the USAID funded project designed to fight and end TB effectively and efficiently by partnering directly with local entities within TB priority countries of which Ethiopia is one, to provide accessible services, resulting in increased diagnosis and treatment success rates. The TB LON Urban project awarded to REACH Ethiopia is a Fixed Amount Agreement implemented by REACH Ethiopia, Hiwot Integrated Development Association (HIDO) and KNCV Tuberculosis Foundation. The project will focus on finding and referring the missing TB cases in 3 urban administrative settings (Addis Ababa, Dire Dawa and Harari) by using urban community TB approach to increase its contribution of case notification from 3.4% to 20% and ensure improved case notification by finding missed TB cases. The project will also aim to strengthen the organizational capacity of local organizations and TB survivors’ associations and enabling environment for urban TB programming. The primary beneficiaries of the project will be key populations living in urban areas of the three cities. The project will be implemented in collaboration with the Regional Health Bureau (Harari), city administrations (Addis Ababa and Dire Dawa), subcity health departments (Addis Ababa), family health team, the urban health extension professionals, public health facilities, health development armies (HDAs), community associations, Idir, Civil Society Organizations such as former TB patients associations and Network of PLHIV.

Purpose of the position (general)

Under the leadership of the Urban TB LON Program Manager, Monitoring and Evaluation Coordinator is responsible for Monitoring, Evaluation and Research development and implementation of the Urban TB LON project. He/she manages the process to set procedures for the project planning, monitoring and evaluation processes. Provides strategic overview of the implementation of project activities and inform system development and capacity building initiatives. The M&E Coordinator also ensures integration with other organizational systems and benefits from external best practice; and strengthens the monitoring, evaluation and research network in the organization and contributes for the same. M&E coordinator is able to perform independent work and do qualified decisions aiming to program quality. M&E coordinator works with LON Program Manager to evaluate the overall progress of project activities based on the gathered data.

Answerability and Position in the organization

The TB LON Monitoring and Evaluation Coordinator reports to the Urban TB LON Program Manager and is a member of the Senior project coordination and management team. The Monitoring and Evaluation Coordinator closely works with Program Manager on technical issues and fully mandated to handle TB LON related M & E issues of the organization and the project.

Major and overall Duties and Responsibilities:

M&E quality management

  • Ensure LON’s M&E planning, monitoring and evaluation processes, meet the organization’s standards and comply with external requirements;
  • Maintain consistency in monitoring and evaluation processes across all project implementation cities;
  • Use data across the project to monitor the quality and overall impact of the LON´s interventions;
  • Participate in proposal development in selection of relevant indicators for the planned intervention and tools for tracking the progress using the existing project strategies;
  • Design M&E tools for the development of LON project scale up, when this is desired;

M&E Planning

  • Prepare LON project M&E plan for baselines, mid-term, end line surveys, other surveys and research activities, and evaluations to be undertaken in project;
  • Prepare and maintain monitoring plan for LON project, keeps the written evidence from conducted monitoring, its findings and action points; 
  • Provide technical support during project M&E planning, including guidance on developing the indicators and measuring results, development of M&E tools and methodologies;
  • Cooperate and assist the manager and project staffs in the development interventions;

Implementation and reporting

  • Provide regular technical support in routine and results-based monitoring, including support to project manager in meaningful reporting on indicators;
  • Prepare and present project related reports to the audiences of various types;
  • Participate in community outreach meetings to introduce projects, targeting;
  • Lead and participate in conducting surveys or other data collection activities;
  • Conduct independent monitoring of project activities;
  • Conduct data analysis or support project teams in data analysis and reporting;
  • Analyse data across the project to see the impact of LON project on communities;
  • Proactively search for synergies among the project sites and equip staffs in Harar and Dire Dawa on M & E;
  • Manage and assist in researches to ensure that researches and evaluations are carried out to the standard and successfully completed;
  • Provide technical support for someone delegated to act as M & E officer/professional in evaluations and other research activities, including engaging in ToR preparation, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan;
  • Examine the evaluation/research draft report in relation to the ToR and formulates a written response;
  • Identify and ensure that key stakeholders are invited to essential meetings;
  • Coordinate data collection for LON project from all implementation sites and value these in accordance to set indicators for reporting;

Accountability, dissemination and use of findings

  • Facilitates discussion on the most important findings and recommendations from M&E and systematically support the Project teams in using of M&E results and findings;
  • Facilitate dissemination of M&E findings to stakeholders, and especially to communities we serve via community meetings;
  • Prepare data for seniors of the project for qualified decisions over the project strategies and progresses made through implementation;
  • M&E coordinator in consultation with program manager can communicate with partner organizations and share the relevant information (regarding baselines, end lines, evaluations, etc.)

Organizational learning and capacity building

  • Maintain overview of lessons learnt in M&E, promote good practice and identify ways to strengthen LON’s planning, monitoring and evaluation processes;
  • Prepare presentation of the evaluation/other M&E activities findings for internal sharing and a brief fact sheet for external use;
  • Ensure archiving of the M&E documents in LON filing system;
  • Maintains active inventory of evaluations/other research activities completed by the project, including summary of lessons learnt and the best practices;
  • Identify M&E capacity development needs of staff, provide M&E training to project staff;
  • Gather and maintain data for the overall LON project implementation, prepares bases for City level and sub city coordinators;
  • Gather and maintain the beneficiary database for all LON project sites;
  • Perform any other duties that may be deemed appropriate for this role;

Job Requirements

  • Bachelor degree or equivalent in development Studies, Statistics, social science, Public health or other related fields with minimum of 7 years of relevant work experiences in NGOs and minimum of 4 years’ experience at coordinator position;
  • Master’s degree or equivalent in public health, development Studies, Statistics, social science or other related fields with minimum of 5 years of relevant work experiences in NGOs and minimum of 3 years’ experience at coordinator position;
  • Experience in data collection tool development, coordination and supervision of baseline/end line surveys;
  • Experience in data encoding, data analysis and report writing;
  • Excellent analytical, team work, negotiation and influencing skills;
  • Computer friendly (Word, power point, etc.) and also working knowledge of data management systems including analysis software;
  • Excellent knowledge of spoken & written Amharic and English and excellent report writing and preparation experience;
  • Exposure to USAID supported project is highly valued.
