STATEMENT OF DUTIES

Under the supervision of the finance specialist and CNCS offices junior finance officer accomplishes the ACEWM objectives by managing the finance, monitoring and assisting audits.

Job summary

Finance Officer will take the lead in ensuring accurate WB funds financial tracking, recording and reporting , monitoring best business practices, providing data for use in the internal and external financial reporting, and ensuring the organization’s compliance with WB funds and financial reporting requirements.

Job Duties

• Budget forecasting and accounting; Planning the financial flow of the center; Administer and monitor the financial system in order to ensure that all sundry finances are maintained in an accurate and timely manner
• Assist with preparation of the budget, implement financial policies and procedures, establish and maintain cash controls, establish, maintain and reconcile the general ledger, monitor cash reserves and investments, prepare and reconcile bank statements, establish and maintain supplier accounts; processes supplier invoices, maintain the purchase order system, ensure data is entered into the accounting system; give directive for payment on goods and services complying with due process, ensure transactions are properly recorded and entered into the computerized accounting system, prepare revenue/income statements, prepare balance sheets, prepare monthly financial statements, assist with the annual audit, follow directives from time to time from the Centre Leader
• Prepare quarterly, semi-annual and annual financial reports according to the World Bank requirements ;Analyze financial risk of the center and propose alternative solutions; Participate in new proposal development; Assist the Center Leaders and Project Coordinators in accounting duties of the Center

Skills/Qualifications

• Developing Budgets, Process Improvement, Tracking Budget Expenses, Self-Development, Planning, Performance Management, and communications

Education and Experience

• BA degree and above in accounting;
• 3 years for BA and 1 year for MA work experience in the finance management of government institutions /other recognized institutions is mandatory. The experience of donor funded project financial management would be an added advantage.

EVALUATION AND SELECTION PROCESS EVALUATION

Applicants who clearly meet the Education/Experience requirements and basic eligibility requirements will be further evaluated. Applications will be initially screened by the ACEWM to determine whether applicants have met the advertised minimum qualifications. Final selection of candidates will be made and those selected will be invited to an interview in order to select the best qualified candidate.
