We are looking for a multitasking and motivated Quality Assurance Advisor to ensure  the quality of MULU KP programming by (i)  implementing the QA/QI framework and standard operating procedures on behavioral intervention  across DICs and LIPs (ii) strengthening capacity of the AA team to monitor, audit and improve quality of programming on a continuous basis, including routine IQA/ EQA (iii) providing technical support, coaching and mentoring to DIC and other community staffs iv) support the overall  BCC, case finding and linkage to care and treatment and retain strategies in MULU KP Activity.

 Key Result Areas:

  • Operational excellence and quality improvement (e.g., quality improvement rate; compliance rate; service standardization)
  • QA Planning, coordination, monitoring and reporting (timely and accurate reporting of QA findings; technical implementation accuracy and efficiency; communication and coordination with technical teams)
  • Capacity building (mentorship, Training guide development, training coordination, SIMS preparation including EQA)

Main Duties and Responsibilities:

  •  Work with technical team members to develop guides, standards, SOP, quality assurance procedures, interpret and implement quality assurance standards for combination prevention activities with emphasis to behavioral and biomedical services of MULU KP project in compliance with applicable regulatory requirements.
  • Coordinate and follow the quality of BCC activities and follow the linkage from behavioral intervention to Biomedical services.
  • Regularly follow development and use of Dynamic micro palming and hot spot mapping at respective sites.
  • Conduct site level support on behavioral interventions for different target population.
  • Coordinate cascading and delivery of ICS and other biomedical trainings in collaboration with AA Regional MULU KP PSI team.
  • Coordinate implementation of quality improvement within the portfolio of partners and providers given.
  • Ensure MULU KPP clinical service delivery are performed in accordance with standard operating procedures and in compliance with AACAHB  rules and regulations and national guidelines and work closely with government stakeholders to create quality agreements, ensure quality standards are met, and resolve issues related to quality service delivery promptly and effectively.
  • Ensure QA/QI sub-team is effectively monitoring, auditing and improving quality at the site level,
  • Plan and design integrated joint supportive supervision.
  • Integrate the SIMS tools to update QA/QI standards and coordinate SIMS score improvement visit at each site level.
  • Develop capacity of the QA/QI conduct, drill, review and evaluate clients' medical records, to ensure competence and compliance to SOPs.
  • Plan and facilitate review meetings for quality improvement execution and follow up at the local level to ensure immediate implementation.
  • Conduct regular QA/QI visits and provide on the job coaching to the QA/QI team conducting supportive supervision, coaching and mentoring as required
  • Contribute to the capacity-building plan of the local implementing partners by working in close collaboration with the program and MEL team.
  • Produce regular reports with QA findings on Comprehensive HIV service including SBCC findings and further follow up.
  • Use HNQIS, an off-line tablet-based tool to plan, assess, improve and monitor quality at the service provision level.
  • Cascade standardization on comprehensive HIV services for key and priority population and ensure quality of service against standards.
  • Evaluate and interpret factual data and prepare precise, accurate and complete reports
  • Use analytical and communication skills to communicate technical information clearly and effectively to both technical and non-technical colleagues
  • Support standardization of approaches in clinical service delivery particularly national and regional level manuals, guidelines, and site visit checklists for behavioral and biomedical services.
  • Coach, and mentor service providers and implementing partners to ensure quality and client safety during service provision.
  • Develop, adopt, and ensure job aid materials for behavioral and other biomedical services.
  • Ensure QA/QI sub-team is effectively monitoring, auditing and improving quality at the site level,
  • Plan and design integrated joint supportive supervision.
  • Conduct regular QA/QI visits and provide on the job coaching to the QA/QI team conducting supportive supervision, coaching and mentoring as required
  • Develop and ensure timely execution of the quality audit plan including external quality assurance, coordinate regulatory inspections and report significant clinical quality deficiencies to responsible bodies as per the QA guide.
  • Produce regular reports with QA findings and further follow up to improve the program.

  • Represent PSI/E in issues related to program quality and standards at regional level. 

Job Requirements

Background

  • Master’s degree in Public Health, Nursing or related fields with six (6) years of demonstrated experience in HIV prevention, care and treatment services

OR

  • Bachelor’s degree in Public Health, Nursing or related fields with eight (8) years of demonstrated experience in HIV prevention, care and treatment services

What would get us excited?

  • Having training on HIV prevention, care and treatment services
  • Basic understanding of national HIV prevention programming targeting KP, preferably hands on HIV clinical care provision, coaching and mentoring experiences.
  • Experience in QA/QI, clinical services, ART including adherence, retention, viral load monitoring.
  • Outstanding communication and interpersonal skills.

  • Strong working knowledge of MS Word, Excel, PowerPoint and other applications, Willingness to work on any assigned task
