ROLE PURPOSE:

In collaboration with the cash  project coordinator, the cash officer will be responsible for the implementation of activities in the cities, support the field staff and the communities during implementation, work with both government, community leaders and project committees during implementation of project activities in ensuring that activities are implemented in accordance with the technical and donor guidelines and that all the necessary project documentation is generated on time and correctly.

KEY AREAS OF ACCOUNTABILITY:

  • Help in the project implementation of cash supported projects in accordance to the technical guidelines provided.
  • Support assessments, re-targeting and registration exercises of project beneficiaries.
  • Coordinating with key stake holders; donors, government ministries and implementing partners to ensure successful project implementation.
  • Presenting project data or project results as required by management, donors or government.
  • Carry out targeting, verification and upload of beneficiaries data into the system
  • Monitoring project(s) progress from beginning to end.
  • Compile and submit/share project progress reports; including site progress reports, and other statistical/technical reports.
  • Community mobilization on voucher distribution, redemption timelines and redeemable commodities.
  • Ensuring beneficiary data integrity and a transparent distribution exercise.
  • Support mobilization of communities for the successful implementation of project activities and ensuring a good working relationship with field staff and local community.
  • Managing and supervision of cash distribution.
  • Must promote Finance policy and procedure,
  • Perform other duties as required

Job Requirements

Educational Qualification:

  • Bachelor’s Degree in Project Planning & Management, Community Development or closely related field from a reputable and recognized University /College.

Experience and Skills

  • Minimum of 2 years relevant experience in a related job & also in relief and development work.

Other Competencies/Attributes:

  • Project Officer must have good time management, multitasking skills
  • Good team work and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.
  • Basic to Intermediate English language and fluency in local languages spoken in the working area.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;
  • Must demonstrate a willingness to mentor and teach others;
  • Excellent analytical skills, particularly in the realm of grant management; 

Required skills:

  • Practical experience in managing data bases LMMS.
  • Practical experience in handling cash distributions
  • Good knowledge of SPHERE standards.
  • Computer literacy in MS Word, MS Excel and Power point Packages.
  • Experience in community based participatory development approaches strongly desired
  • Proven track record on Food/Livelihood security project management and project implementation
  • Good technical Knowledge on needs assessment, project formulation and Monitoring.
  • Good capacity analysis.
  • Report writing
  • Capacity to organize and supervise the team
  • Skills in Budget management
  • Capacity to establish and develop a network of professional contacts
  • Good Computer skill
  • Good working knowledge of English (read, write and speak) capacity to respect deadlines, willing to share information and communicate transparently.
  • Team player. Willingness to work under pressure and extra hours, extremely flexible, able to work independently, have the ability to cope with stressful situations, good organizational and interpersonal skills, ability and willingness to work in remote areas.
  • Good knowledge in food security, cash and Voucher, and innovative agricultural activity.
  • Knowing of local language is advantageous and English language is compulsory
