SCOPE OF ROLE:

Reports to:  Humanitarian Director

Staffs directly reports to this post:  TBD

KEY AREAS OF ACCOUNTABILITY:

Role 1: Project  Planning & Implementation

  • Responsible for the planning and implementation of the unconditional cash project.
  • Prepare and maintain/update detailed work-plan(s) that support and achieve the cash project component according to timeline and completion date
  • Provide direction and monitor cash program staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines
  • Approve expenditures to designated level
  • Assist the field Coordinator in managing/monitoring monthly expenditures and track the cash-component budget to ensure that all spending is in line with approved budget and timelines
  • Assist the Coordinator in developing procurement plans, monthly program spending plan and cash forecasts
  • Lead field implementation of the households assessment surveys ensuring that the most vulnerable households are selected, and work closely with the M&E Manager for the set-up of beneficiary databases
  • Ensure distribution and monthly entitlement loading for all cash assistance beneficiaries including by making sure that proper documentation is prepared according to SOPs
  • Ensure that beneficiaries receive timely and quality post-cash distribution services (visits, following up on complaints, questions, referrals, etc.
  • Consult with l authorities at the federal, regional and cities,  communities and NGOs to identify in a participatory manner the most appropriate joint targeting, distribution and monitoring of the cash projects.
  • Ensure that accurate information is submitted to Supply Chain department for the timely procurement of raw materials and equipment
  • Ensure that beneficiary targets are met on time and as per the targeting criteria’s  within project deadlines                            

Role 2:  Project  Monitoring & Reporting

  • Ensure implementation of baseline, periodic market monitoring, post distribution, satisfaction survey and end line survey of the cash project.
  • Undertake field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues
  • provide solutions and implement modifications as required
  • Support the M&E Manager in the development of the M&E framework and tools related to the Cash Program component
  • Coordinate with the M&E Manager for the organization of the M&E team field visits, by timely sharing information on ongoing activities and plans
  • Provide inputs for regular reports for SCI donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules.

Role 3: Partner Management

  • Serve as the main focal person in the federal and regional implementing staff and partners;
  • Maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination
  • Regularly monitor performance of the project  to achieve the set project’s objectives;
  • Provide support and guidance;  share relevant information and direction to improve quality and achieve timelines
  • Assist the field Coordinator in reviewing reports and provide advice and guidance to improve accuracy and quality as required.

Role 4: Coordination & Representation

  • Work closely and coordinate with SCI logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings
  • Under the guidance of the field  Coordinator
  • Represent SCI in the cash project related coordination bodies and share information with national and international NGOs, as well as UN agencies, as appropriate.

Role  5: Represent Save the Children International

Activities :

  • Develop a network of contacts at field level (INGOs, Government, technical or scientific, political) to allow a smooth implementation of the project.
  • Represent SCI  in different FSL/DRM related coordination platforms with different stakeholders such as authorities, communities, local NGOs, INGOs involved in the response and participate at Zonal and woreda level meetings and workshops
  • Explain the project’s activities and objectives to partners and communities as needed.
  • Participate preparation and activities related to donor visit.
  • Implement other duties and responsibilities assigned by the Field Coordinator/Technical advisor at country level.

Role  6 : Additional Responsibilities

Activities :

  • Consistently and proactively monitor/assess the safety and security of the Cash Program team; promptly reporting concerns or incidents to SCI management and  liaising with community leaders and other external parties as required to maintain/enhance the security environment for the cash project.
  • Other duties as assigned by the line manager

Job Requirements

Educational Qualification:

  • Minimum BA/BSC degree in Agricultural economics, Development Studies, sociology and social anthropology, Food Security studies

Experience and Skills

  • At least 10 years of experience in humanitarian organization (NGOs) out of which four years in cash interventions

Required skills:

  • Experience leading teams in a humanitarian context, preferably during an emergency.
  • Technical experience in implementing cash transfer, cash for work, or cash voucher programs.
  • Experience facilitating technical training and workshops related to Cash Program.
  • Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams.
  • Prior experience in developing program implementation work-plans, data collection and analysis, and program reporting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Skills in Budget management
  • Capacity to establish and develop a network of professional contacts
  • Good Computer skill
  • Good working knowledge of English (read, write and speak) capacity to respect deadlines, willing to share information and communicate transparently.
  • Team player. Willingness to work under pressure and extra hours, extremely flexible, able to work independently, have the ability to cope with stressful situations, good organizational and interpersonal skills, ability and willingness to work in remote areas. Good knowledge in food security, cash and Voucher, and innovative agricultural activity.
  • Knowing of local language is advantageous and English language is compulsory
