ROLE PURPOSE:

The Emergency WASH Manager is responsible for overseeing, coordinating, and ensuring timely implementation of the UNILEVER projects in the intervention areas including as well as liaising with local government partners on WASH issues for Project Intervention Areas. Supervision and analysis of the monthly WASH activity plans and reports, readjustment of the activities in collaboration with project managers, project officers and WASH Technical Manager, areas line departments, and beneficiary community and design of new projects if needed. Support WASH officers and teams in the intervention areas. Asses and design WASH facilities to be rehabilitated/maintained, and constructed; prepare bill of quantities and specification (BOQ) and lead the Hygiene and sanitation promotion activity.

In close coordination with the Program Operations team at Addis Ababa, Dire Dawa, Adama, Hawassa , Bahirdar, Moyale , Nekemt   and Addis Ababa, s/he will also lead WASH projects implementation in the field office. in close coordination with project officer, filed office manager and coordinators will responsible to providing technical guidance, periodic supervision and organizing review meetings, as well as capacity building to WASH staffs and WASH partners to ensure the WASH work is of high quality and achieves the program objectives.

SCOPE OF ROLE:

Reports to: Head of Humanitarian Operations /Humanitarian Director

Key working relationships: Program Operations Team at Addis Ababa, Dire Dawa, Adama, Hawassa, Bahir Dar, Moyale, and Nekemt


KEY AREAS OF ACCOUNTABILITY:  

  • Lead the overall WASH activity in close consultation with field office manager, UNILEVER project manager at field level and Addis Ababa, program staff in the field, other technical advisors and senior managers at all level.
  • Support WASH technical colleagues in the field offices in the development and delivery of training programs to target communities, government and partners’ staffs based on identified and agreed needs
  • Represent SCI WASH projects and participate in the National Level WASH coordination meetings and UNILEVER consortium to facilitate effective and coordinated joint response. Develop and maintain good relationships with National Level, Regional and Consortium members and lead, relevant local authorities and communities.
  • Undertake the implementation of the project including support and prepare procurement planning, transportation and supervise   Humanitarian WASH compliance with donor requirement, SCI and UNILEVER policies and standards.
  • Lead WASH need assessment of COVID-19 Affected areas 
  • Engage with WASH networks and platforms at regional and National Level to share and learn, and use lessons to inform program design and implementation as appropriate. 
  • Focal person for WASH activities/projects in the operation areas
  • Asses and design the best and suitable way to construct/rehabilitate water supply schemes in consultation with WASH technical advisor, water office and beneficiary community
  • Conduct water quality monitoring
  • Prepare action plan for each WASH activities including material and cost estimates, labor costs and duration per scheme, and also hygiene and sanitation promotion with consultation with the technical advisor
  • Recommend all equipment and material required for construction and rehabilitation/maintenance activities
  • Participate and provide technical support in selecting skilled labor for construction and rehabilitation/maintenance of schemes
  • Monitor and supervise day to day activities of construction and rehabilitation/maintenance works and take corrective measures if any
  • Participate and provide technical support to conduct training for pump operators, hand pump caretakers, water committees where appropriate
  • Prepare weekly and monthly reports and submit timely
  • Perform any other relevant duties assigned by supervisor
  • Develop good relations with other NGOs, development and UN agencies etc working in the sector and where possible forge alliances to influence key actors around the intervention areas

Job Requirements

  • QUALIFICATIONS and Experience

    BSc degree in WASH (hydraulics, civil, water resources engineering, hydrogeology) or related field 
  • EXPERIENCE AND SKILLS

    • A minimum of 8 years related work experience in the area of WASH out of which 2 years in emergency
    • Experience in working with in international NOGs, government counterparts and other partners at various levels - federal to district.  This includes technical support, capacity building and coordination.
    • Excellent understanding of Emergency WASH issues in Ethiopia/Region at both field and policy levels.
    • Experience in implementing Emergency WASH project.

    KNOWLEDGE, SKILLS AND ABILITY

      • Strong Knowledge of Emergency WASH (Hardware and Software experience).
      • Demonstrable experience in WASH project management
      • Good presentation, training and facilitation skills
      • Proven team management skills and an ability to think and plan strategically
      • Good communication and interpersonal skills and an ability to train and mentor staff
      • Proven ability to manage a complex and demanding workload
      • Good spoken and written English,
      • Good computer skills (particularly Excel, Auto CAD, Water CAD Word and databases)
      • Commitment to Save the Children - child protection policies
