INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

Under the line management of the Area Manager, the Base Manager will be responsible to ensure compliance to DRC procedures and guidelines at base level. Contribute to the development of base strategies which are translated into action plans and day to day tasks. The incumbent will closely work with staff at all level and partners in Mai-Ayni and Adi-Harush Refugee camps to ensure that DRC is sufficiently represented in camp-based coordination meetings through direct participation in interagency coordination meetings, safety coordination meetings and assign relevant staff members in sector and cluster coordination meetings, working group meetings, supervision of the legal Protection officers and support staff in Mai-Tsebri base. The role will also require contributions to project cycle management, proposal development, reporting and program strategy.

DUTIES AND RESPONSIBILITIES

Key Jobs Responsibilities

The Base Manager will perform the following functions:

• Ensure that project cycle management is carefully applied (needs assessment, planning, resources allocation, beneficiary selection, monitoring, reporting) in Mai-Tsebri base.
• Contribute to analysis of the local context, in order to anticipate future needs and plan future programming accordingly.
• Monitor the progress of projects against work plans and provide appropriate support to senior project staff and support staff to ensure high quality programs are delivered for Swiss and Danish embassy projects.
• Monitor staff performance and conduct Bi-Annual and Annual Evaluation to ensure compliance with job requirements and DRC policies and values (including Code of Conduct and global standards).
• Provide requested reporting to the Area manager and take lead in all donor reporting requirements for projects implemented in the base.
• Participate in Area strategic reviews, linking with the project itself and any potential future program developments (including fundraising) of similar nature.
• Represent DRC in  relevant donors, local authorities and coordination bodies in Mai-Tsebri.
• Maintain a constructive and cordial relationship with the partners throughout the project implementation in the area of responsibility.
• Ensure recommendations and guidance provided by technical units are incorporated into field activities and work plans.
• Facilitate the roll-out of technical resources, materials, and tools for project deliverables.
• Engage in regular communication with support Services Team Leader, Area manager, Program manager and relevant team leaders on project implementation strategy and needed support.
• Ensure efficient financial, administrative, HR, and logistical supports are provided to the base on time.
• Ensure all DRC policies are implemented and adhered to in the area of responsibility.
• In close collaboration with the Area Manager and other relevant senior staff ensure staff safety in Mai-Tsebri Base

• Master’s / Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
• At least 3 years for MA and 5 years of professional experience in the humanitarian sector.
• Excellent knowledge of the project management cycle and experience managing multi-sector projects with large teams.
• Previous experience managing protection projects.
• Previous experience working with multiple donors.
• Ability to communicate key information in an easy to understand, informative and collaborative manner.
• Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
• High integrity and willingness to conduct her/himself transparently and open to scrutiny
• Experience working with displaced and/or conflict affected populations, such as refugees or IDP, with a focus on protection.
• Strong planning, problem solving, analytical and writing skills, with the ability to use planning tools appropriately, and produce well-written documents for internal and external use.
• Integrity, strong work ethic, and ability to consistently meet deadlines.
• Excellent verbal and written proficiency in English.
• Knowledge of Amharic and Tigrigna.
