ROLE PURPOSE:  The job Holder will be responsible for the operational management including results based monitoring, evaluation and quality assurance of Child Right Governance programs under supervision.  The CRG Program Manager is accountable for budget management of all CRG awards for which he/she is the designated budget holder.  The Program Manager is also accountable for partner management, which includes development through capacity building and support of partners working on the programs under supervision and representation of CRG projects within government sector Bureaus and offices and Ministries as applicable.

SCOPE OF ROLE: The position is under the line management of the Program Director, NORDIC, EC and ECHO portfolio and is directly reporting to this post. This post has an intensive and frequent monitoring, supervision and technical support role of implementing partners to get the project activities performed appropriately so as to contribute in achieving the organizational objectives and goal.

KEY AREAS OF ACCOUNTABILITY:

Program management

  • Manage the Child Right Governance projects under supervision
  • Closely work with PDQ/CRG team and create synergy and complementary among NORDIC and non NORDI CRG projects
  • In consultation with the Program Director, lead the sub grant process with partner organization and other stakeholders.
  • In collaboration with PDQ CRG team, ensure quality technical implementation of the child right governance project under supervision.
  • Work with PDQ/ CRG technical specialists to identify the technical support needs of the project and ensure this support is provided.
  • Ensure approved program deliverable are achieved according to the contractual requirement of the donor i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
  • Regularly update detailed annual and periodic work plans with project implementation and ensure this is used by the whole project team and implementing partners to monitor project progress towards completion.
  • Provide overall technical, strategic, planning, financial, and monitoring and evaluation guidance to the implementing partner organizations.
  • In coordination with MEAL coordinator and PDQ TAs, design results based monitoring and evaluation process for projects under supervision
  • Monitor and systematically document project results jointly with partners
  • Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders
  • Undertake situation analysis of children and establish baseline data for impact monitoring
  • Ensure timely preparation of reports to SCI members and the donors as per their requirements.
  • Stay technically up to date in these areas in order to inform the project implementation
  • Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints
  • Ensure that strategies for phasing out are taken care of during implementation
  • Facilitate and ensure the involvement of children as primary stakeholders in all project work
  • Assist with the program proposal process as needed, providing expertise on program implementation best practices
  • Facilitate terminal evaluation of projects through participatory process
  • In cooperation with Learning and Knowledge Management advisor, ensure proper documentation of experiences and lessons learned during Child Participation projects under supervision

Partnership Management

  •  In consultation with the program director, take the lead responsibility for co-ordination of partnerships and networks that support and progress to the agreed objectives.
  • Ensure the projects under supervision have approved government agreements and adheres to government reporting requirements in a timely manner.
  • Link partners with Save the Children field offices as applicable and engage the field team in partners joint monitoring
  • In consultation with the Program director and PDQ CRG team undertake advocacy with Government partners and officials as well as donor representatives and other external visitors. In particular ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s). Be able to clearly explain project activities and objectives, related policy issues and the project’s contributions to wider Save the Children goals and objectives.
  • Establishing protocols for communication and management arrangements with the field offices with regard to this program.
  • Closely work with partner organizations in the course of project planning and implementation
  • Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
  • Closely work with partners in the preparation of periodic and project completion reports
  • Support partners in preparing annual and quarterly project budgets and making budget revisions
  • In collaboration with the NGO Partnership Manager and Capacity Building Advisor, analyse and assess the capacity of partner organizations as required

Budget Management/ Budget Holding Responsibilities(XX projects)

  • Ensure that budget for the assigned projects accurately reflect anticipated costs of planned work at all times.
  • Ensure that the  budget is entered into Agresso (Financial Management System), mapped to the budget coding (account, Cost center, Projects, DRC and DEA) within ONE month of the award being activated.
  • Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed
  • Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments
  • Ensure the financial records relating to the assigned  projects budget /s are accurate and in line with policies and procedures set out in the Finance Manual
  • Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation (SoD)
  • Monitor, analyse and report significant variances between budget and actual expenditure
  • Ensure to get prior approval from the Member (and/or donor) for incurring costs on any individual budget line which are more than budget line flexibility as per Fund Summary and review with Awards Unit for variations above  the flexibility level of the costs budgeted for that line item.
  • Prepare programmatic and financial reports for SCI Members, government and Save the Children as required, ensuring these are of a high quality and submitted to the Grants Liaison Unit in a timely manner.  Be fully aware of the grant compliance regulations for Donors and the SCI members.
  • In consultation with the Nordic program director and together with the award unit, highlight and prepare documentation for any project modifications, amendments or extensions which require donor and/or Government consent and approval. Ensure such changes are made in close consultation with the Program Director, Award and Finance staff and all relevant project staff.
  • Manage finalization of donor reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.
  • Facilitates communication and interaction between partners and the SCI Grant Compliance and Reporting Analysts

Job Requirements

QUALIFICATIONS

  • Bachelor degree in an area of social development or equivalent

EXPERIENCE AND SKILLS

  • Recommended a minimum of 8 years’ experience in a corporate or NGO environment, preferably with experience in community based child protection program management experience
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Proven knowledge of the local context
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change
  • Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
