ROLE PURPOSE:  The ECW Seed Funding Manager:

The Education Program Manager will be responsible for the overall management and successful implementation of the MYRP Seed Funding program in Somali region. This will include ensuring that activities are implemented and programme deliverables/outcomes are achieved according to the work plan. 

The  Education Program Manager will work with a number of partners mainly the Somali Regional Education Bureau, targeted woreda education offices and schools as well as implementing partners (local and international NGOs). S/he is responsible for overseeing the planning, implementation, monitoring of the MYRP Seed Funding Programme.  The Education Programme Manager is also responsible for managing programme resources, both budget and staff.  S/he is also accountable for partner management, which includes development through capacity building and support.

KEY AREAS OF ACCOUNTABILITY:

Project planning, management and oversight

• ·         Provides oversight and technical support to implementing partners in planning and managing the programme.
• ·         Develops, together with implementing partner, a comprehensive operation and budget plan in line with the program theory of change and results framework.
• ·         Ensures that the programme is implemented in ways that is responsive to the targeted communities and children, in line with MYRP strategic plan; Save the Children principles, values and compliance procedures.
• ·         Identify critical issues in the implementation of MYRP Seed Funded program to initiate actions to address them.
• ·         Monitors progress of activities and utilization of budget and identify challenges and lessons learned from the implementation of the programme to help develop strategic insights to enable better decisions.
• ·         Works closely with other key personnel to ensure efficient and effective linkages with the Somali Regional Education Bureaus, key regional education institutions and Woreda Education Offices and schools.
• ·         Leads the development of quarterly, bi-annual and annual work plans and performance reports for SC.
• ·         Ensure the effective use of program resources in compliance with ECW regulations and SC policies.
• ·         Provides technical leadership to field staff and share best practices and methodologies.
• ·         Represent the programme at regional level and is responsible for any communication and coordination with stakeholders and implementing partners.

Budget management

• ·         Serves as sub-budget holder for the programme.
• ·         Leads the preparation of quarterly, bi-annual and annual budget reports for the programme based on donors, government other stakeholder’s requirements.
• ·         Makes periodic programme and budget revisions as required.
• ·         Ensures effective and efficient utilization of programme budget and other resources for the intended purpose.
• ·         Ensures that partner finance planning, expenditure and reports are in line with the project agreement and requirements from donors and government.
• ·         Facilitates communication between implementing partners and SC finance team, including BVA and AIR reports.

Monitoring, evaluation and quality assurance

• ·         Monitors the programme’s proper and efficient implementation based on the MYRP performance monitoring plan.
• ·         Plans and facilitates regularly scheduled reviews of programme performance with partners and stakeholders.
• ·         Coordinates programme assessments and evaluations.
• ·         Manages knowledge and experiences from programme implementation and replicates good practices.
• ·         Ensures the proper utilization and use of programme monitoring and evaluation system.
• ·         Compiles quarterly, bi-annual and annual reports for the programme based on donors and government requirements.

Partner management and capacity building

·         Ensures that partnerships are maintained and functioning properly as per signed contract agreement.

·         Maintains regular communication and interaction with partners to facilitate and promote learning and information sharing.

·         Provides technical support to partners in the course of project implementation.

·         Identifies critical issues in the implementation of the programme and take the necessary actions to address problems and constraints.

·         Undertake regular supportive supervision and (joint) monitoring to ensure proper and efficient implementation of the programme.

Documentation and Learning

Ensures proper documentation of experiences and lessons (including pictures and video documentation) 

·        learned in the course of programme implementation.

·        Organizes and properly maintains database and information related to the programme.

·        Facilitates and participates in studies and reviews related to the programme.

·        Ensures timely dissemination of information and study/reviews.

·        Provides information/inputs to be used for SC information and communication materials.
